LDCs have so far been spared by the worst effects of the health emergency, yet the fallout from COVID-19 has taken its toll on their economies, threatening to roll back progress towards sustainable development, worsening entrenched inequalities, and possibly leading to long-term damage. The ongoing crisis has brought back to the fore the pivotal role of productive capacities for resilience to shocks, as well as for a sustainable and inclusive recovery and sustainable development. The broadening and full utilization of LDC productive capacities remains central to upgrade LDC economic structure, bridge their development gaps vis-á-vis other countries (not only developed but also developing countries) and avert further divergence. Only a handful of LDCs displayed a sustained progress in recent years, thanks to their successfully spurring productive capacities acquisition and shift significant resources towards higher-productivity activities. The majority of LDCs, by contrast, have either advanced at an increasingly sluggish pace, or even fell behind. In the LDCs, the uptake of advanced technologies is still incipient and hindered by a range of factors, from longstanding infrastructural gaps, to skill shortages and political considerations. Bold concerted policies to strengthen LDC productive capacities are as imperative as ever and they should constitute a key pillar of any sustainable recovery and development strategy. Beyond countercyclical policies to cushion the impact of the crisis, this calls for: (i) an investment push to redress long-standing infrastructural gaps and support broader employment creation; (ii) forward-looking science technology and innovation policy frameworks to upgrade the skill basis in line with market needs; (iii) brave industrial and sectoral policies to promote domestic value addition and deepen productive linkages. The international community should play its part, assisting LDC efforts with adequate financial resources, suitable policy space and more effective international support measures, notably in the area of technology transfer

At the launch of Operation Barbarossa, Army Group North was tasked with the operational objective of Leningrad—what lay between it and the city was 800 kilometers of the Baltic states, and 18-20 infantry divisions, two cavalry divisions, and eight or nine mechanised brigades of the Red Army. It was apparent that in order to succeed they would have to race through to the western Dvina and establish a bridgehead before the Russians exploited this natural feature to organise a defensive front. Panzer Group 4, which included LVI Panzer Corps and XLI Panzer Corps, was to lead the way. By the end of the first day the group had pushed 70 kilometers into enemy territory. Red counterattacks on their unprotected flanks slowed them down, resulting in the tank battle of Raseiniai, but the group managed to capture Dünaburg on the Western Dvina on June 26, with a bridgehead established shortly thereafter. The group then pushed northeast through Latvia to the Stalin Line. In mid-July Hoepner was preparing to push the last 100 kilometers to Leningrad, however Leeb, commander of the army group, had other plans for the group and the advance did not continue for several more weeks.This account of Panzer Group 4's advance was written by Walter Chales de Beaulieu, chief of staff of Panzer Group 4. Published in German in 1961, this is the first English translation. Beaulieu not only gives a detailed account of the Panzer Group's advance, but also offers an assessment of the fighting, an examination of how Panzer Group 4's operations were affected by the limitations imposed on Army Group North, and the lessons that can be learnt from its experiences in the Baltic States. He concludes with a discussion of whether Leningrad could ever have been taken.

All the pictures were taken in the centre of Berlin -- but the same scenes can be seen all over the world. The buildings are just as interchangeable as the monumental images of sex and consumerism. Stefan Koppelkamm's photographs are accompanied by selected monologues from Roland Schimmelpfennig's drama Push Up 1--3, which give the "ideal inhabitants" of this world a voice. Explores the ways in which African writers have approached speculative fiction through in-depth articles on the use of language, terminology and the genealogy of the works. Over the past two decades, there has been a resurgence in the writing of African and African diaspora speculative and science fiction writing. Recent discussions around the "rise of science-fiction and fantasy" in Africa have led to a push-back, in which writers and scholars have suggested that science fiction and fantasy is not a new phenomenon in African literature, but that the deep past of the African world and its complex and mysterious foundations still register in burgeoning modern literary productions. Such influences can be seen in early twentieth-century writers such as D.O. Fagunwa's classic novel (1938) Ogboji Ode ninu Igbo Irunmale (The Forest of a Thousand Daemons: A Hunter's Saga), the mythopoeia of Elechi Amadi's The Concubine (1966) as well as the dystopian writing of Buchi Emecheta in The Rape of Shavi (1983). This volume shows this long tradition of speculative literature in examining African classics such as Kojo Laing's Woman of the Aeroplanes (1988) and the oeuvre of Ngũgĩ wa Thiong'o. The volume also critically examines modern African texts from writers including Nnedi Okorafor, Namwali Serpell and Masande Ntshanga, as well as critically looking at the terms 'Afrofuturism' and 'Africanfuturism' vis-à-vis their particular cultural aesthetics and suitability in describing tradition rooted African speculative arts. The first part of this book covers the role of US aircraft carriers and aircraft in stopping the North Korean initial push to the south and also their role in the famous Inchon Landing and Pusan Perimeter Break out. The last part of the first chapter deals with naval operations during the Marine's Chosin Reservoir march to the sea in December 1950\. The book goes on to describe the stabilization of the front lines after the Chinese had entered the war during 1951\. At this time, the emphasis for naval air operations is centered on interdiction behind the lines. The focus is on trying to stop road and rail traffic from re-supplying the communist troops and allowing them to build up to a major offensive. During 1952 most carrier air groups spend their time off the coast of North Korea while hitting targets up along the Yalu River. This puts them well within the range of the MiG-15's. Navy F9F Panthers were used as top cover while the Corsairs and Skyraiders went after major targets such as the dam complexes up river and marshalling yards north of Pyongyang. During 1953 naval air operations were stepped up in an effort to get the communists back to the truce talks. The number of MiG-15's had grown to a figure many times that of the UN for overhead protection. The deep missions were more dangerous than ever and the Chinese brought in state of the art anti-aircraft automatic weapons. The number of sorties flown by the US Naval aircraft increased over the previous year's record numbers. The war ended on July 27, 1953.

Rethinking the Baroque explores a tension. In recent years the idea of ’baroque’ or ’the baroque’ has been seized upon by scholars from a range of disciplines and the term ’baroque’ has consequently been much in evidence in writings on contemporary culture, especially architecture and entertainment. Most of the scholars concerned have little knowledge of the art, literature, and history of the period usually associated with the baroque. A gulf has arisen. On the one hand, there are scholars who are deeply immersed in historical period, who shy away from abstraction, and who have remained often oblivious to the convulsions surrounding the term ’baroque’; on the other, there are theorists and scholars of contemporary theory who have largely ignored baroque art and architecture. This book explores what happens when these worlds mesh. In this book, scholars from a range of disciplines retrieve the term ’baroque’ from the margins of art history where it has been sidelined as ’anachronistic’, to reconsider the usefulness of the term ’baroque’, while avoiding simply rehearsing familiar policing of periodization, stylistic boundaries, categories or essence. ’Baroque’ emerges as a vital and productive way to rethink problems in art history, visual culture and architectural theory. Rather than attempting to provide a survey of baroque as a chronological or geographical conception, the essays here attempt critical re-engagement with the term ’baroque’ - its promise, its limits, and its overlooked potential - in relation to the visual arts. Democracy is not necessarily progressive, and will only be if we make it so. What Mondon and Winter call 'reactionary democracy' is the use of the concept of democracy and its associated understanding of the power to the people (demos cratos) for reactionary ends. The resurgence of racism, populism and the far right is not the result of popular demands, it is the logical conclusion of manipulation by the elite of the working class to push reactionary ideas. These narratives portray racism as a popular demand, rather than as something encouraged and perpetuated by elites, exonerating those with the means to influence and control public discourse through the media in particular. This has legitimised the far right, strengthened its hand and compounded inequalities.These actions divert us away from real concerns and radical alternatives to the current system. Through a careful and thorough deconstruction of the hegemonic discourse currently preventing us from thinking beyond the liberal vs populist dichotomy, this book develops a better understanding of the systemic forces underpinning our current model and its exploitative and discriminatory basis. The book shows us that the far right would not have been able to achieve such success, either electorally or ideologically, were it not for the help of elite actors like the media, politicians and academics. While the far right is a real threat and should not be left off the hook, the authors argue that we need to shift the responsibility of the situation towards those who too often claim to be objective bystanders despite their powerful standpoint and clear capacity to influence the agenda, public discourse, and narratives, particularly when they platform and legitimise racist and far right ideas and actors.

When General Douglas MacArthur arrived in Australia in March 1942, having successfully left the Philippines to organize a new American army, he vowed, "I shall return!" More than two years later he did return, at the head of a large U.S. army to retake the Philippines from the Japanese. The place of his re-invasion was the central Philippine Island of Leyte. Much has been written about the naval battle of Leyte Gulf that his return provoked, but almost nothing has been written about the three-month long battle to seize Leyte itself.Originally intending to delay the advancing Americans, the Japanese high command decided to make Leyte the "Decisive Battle" for the western Pacific and rushed crack Imperial Army units from Manchuria, Korea, and Japan itself to halt and then overwhelm the Americans on Leyte. As were most battles in the Pacific, it was a long, bloody, and brutal fight. As did the Japanese, the Americans were forced to rush in reinforcements to compensate for the rapid increase in Japanese forces on Leyte.This unique battle also saw a major Japanese counterattack – not a banzai charge, but a carefully thought-out counteroffensive designed to push the Americans off the island and capture the elusive General MacArthur. Both American and Japanese battalions spent days surrounded by the enemy, often until relieved or overwhelmed. Under General Yamashita's guidance it also saw a rare deployment of Japanese paratroopers in conjunction with the ground assault offensive.Finally there were more naval and air battles, all designed to protect or cover landing operations of friendly forces. Leyte was a three-dimensional battle, fought with the best both sides had to offer, and did indeed decide the fate of the Philippines in World War II.

In early modern England, wood scarcity was a widespread concern. Royal officials, artisans, and common people expressed their fears in laws, petitions, and pamphlets, in which they debated the severity of the problem, speculated on its origins, and proposed solutions to it. No Wood, No Kingdom explores these conflicting attempts to understand the problem of scarcity and demonstrates how these ideas shaped land use, forestry, and the economic vision of England's earliest colonies. Popular accounts have often suggested that deforestation served as a "push" for English colonial expansion. Keith Pluymers shows that wood scarcity in England, rather than a problem of absolute supply and demand, resulted from social conflict over the right to define and regulate resources, difficulties obtaining accurate information, and competing visions for trade, forestry, and the English landscape. Domestic scarcity claims did encourage schemes to develop wood-dependent enterprises in the colonies, but in practice colonies competed with domestic enterprises rather than supplanting them. Moreover, close studies of colonial governments and the actions of individual landholders in Ireland, Virginia, Bermuda, and Barbados demonstrate that colonists experimented with different, often competing approaches to colonial woods and trees, including efforts to manage them as long-term resources, albeit ones that nonetheless brought significant transformations to the land. No Wood, No Kingdom explores the efforts to knot together woods around the Atlantic basin as resources for an English empire and the deep underlying conflicts and confusion that largely frustrated those plans. Adding an important new dimension to the history of U.S.-Japan relations, this book reveals that an unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s only narrowly failed to achieve its goal: to modify the so-called anti-Japanese exclusion clause of the 1924 U.S. immigration law. It is well known that this clause caused great indignation among the Japanese, and scholars have long regarded it as a major contributing factor in the final collapse of U.S.-Japan relations in 1941. Not generally known, however, is that beginning immediately after the enactment of the law, private individuals sought to modify the exclusion clause in an effort to stabilize relations between the two countries. The issue was considered by American and Japanese delegates at almost all subsequent U.S.-Japan diplomatic negotiations, including the 1930 London naval talks and the last-minute attempts to prevent war in 1941. However, neither the U.S. State Department nor the Japanese Foreign Office was able to take concrete measures to resolve the issue. The State Department wanted to avoid appearing to meddle with Congressional prerogatives, and the Foreign Office did not want to be seen as intruding in American domestic affairs. This official reluctance to take action opened the way for major efforts in the private sector to modify the exclusion clause. The book reveals how a number of citizens in the United States—mainly clergy and business people—persevered in their efforts despite the obstacles presented by anti-Japanese feeling and the economic dislocations of the Depression. One of the notable disclosures in the book is that this determined private push for improved relations continued even after the 1931 Manchurian Incident.

The 3rd SS Panzer Regiment was part of the Totenkopf Division—one of the 38 Waffen-SS divisions active during World War II. Notorious for its brutality, most notably a mass execution of British prisoners in the battle of France, “Totenkopf” had a fearsome reputation. The 3rd SS Panzer Regiment was formed in France in late 1942, and transferred to the Eastern Front in early 1943 where it fought for the rest of the war.The regiment participated in a number of battles, and would be reduced and rebuilt a number of times. The panzers of 3rd SS Panzer Regiment fought at Kharkov, took part in Operation Citadel, fought in the battle of Krivoi Rog, and the relief of the Korsun Pocket. The regiment then retreated over the Dniester. They fought in Poland against the Russian advance, before being moved to Hungary where they participated in the attempt to relieve Budapest. They eventually surrendered in Czechoslovakia to the 11th US Armored Division.This Casemate Illustrated tells the story of the 3rd SS Panzer Regiment through the words of the veterans themselves, illustrated with a wealth of contemporary photographs, original documents and artifacts. The first comprehensive book on the surreal, queer and humorous photographic art of Jimmy DeSana, a central figure in New York’s art and music scenes of the 1970s and ’80s This is the first overview of the work of Jimmy DeSana, a pioneering yet underrecognized figure in New York’s downtown art, music and film scenes during the 1970s and 1980s. The book situates DeSana’s work and life within the countercultural and queer contexts in the American South as well as New York, through his involvement in mail art, punk and No Wave music and film, and artist collectives and publications. DeSana’s first major project was 101 Nudes, made in Atlanta during the city’s gay liberation movement. After moving to New York in 1973, DeSana became immersed in queer networks, collaborating with General Idea and Ray Johnson on zines and mail art, and documenting the genderqueer street performances of Stephen Varble. By the mid-1970s, DeSana was a fixture in New York’s No Wave music and film scenes, serving as portraitist for much of the period’s central figures and producing album covers for Talking Heads, James Chance and others. His book Submission, made with William S. Burroughs, humorously staged scenes out of a S&M manual that explored the body as object and the performance of desire. DeSana was also an early adopter of color photography, creating his best-known series, Suburban, in the late 1970s and early 1980s. This body of work explores relationships between gender, sexuality and consumer capitalism in often humorous, surreal ways. After DeSana became sick as a result of contracting HIV, he turned to abstraction, using experimental photographic techniques to continue to push against photographic norms.
