Chapter 1 describes (1) FDA's authority to regulate tobacco products; (2) general requirements for manufacturers of tobacco products, many of which are modeled after medical product requirements; (3) requirements that are unique to tobacco product manufacturers, distributors, importers, and retailers; and (4) compliance and enforcement. It concludes with a discussion of policy issues and considerations for Congress. The objective of WHO's Framework Convention on Tobacco Control (FCTC) is to protect people from the consequences of tobacco consumption and exposure to tobacco smoke by providing a framework for implementing tobacco control measures at the national, regional, and international levels. Chapter 2 examines U.S. agencies' funding and activities related to global tobacco control in fiscal years 2015 through 2018. In 2009, CHIPRA increased and equalized federal excise tax rates for cigarettes, roll-your-own tobacco, and small cigars but did not equalize tax rates for pipe tobacco and large cigars-products that can be cigarette substitutes. Chapter 3 examines (1) the market shifts among smoking tobacco products since CHIPRA, (2) the estimated effects on federal revenue if the market shifts had not occurred, and (3) what is known about the revenue effects if Congress were to eliminate current tax disparities between smoking tobacco products. Since the 1990s, Congress has enacted restrictions regarding the use of certain appropriated funds to promote U.S. tobacco exports. Chapter 4 examines (1) guidance select U.S. agencies have issued to implement these restrictions, (2) whether overseas officials from select U.S. agencies were aware of the restrictions and guidance, and (3) select U.S. agencies' implementation of the guidance overseas.

This book presents the new discovery of the origin of turbulence from Navier–Stokes equations. The fully developed turbulence is found to be composed of singularities of flow field. The mechanisms of flow stability and turbulent transition are described using the energy gradient theory, which states all the flow instability and breakdown resulted from the gradient of the total mechanical energy normal to the flow direction. This approach is universal for flow instability in Newtonian flow and non-Newtonian flow. The theory has been used to solve several problems, such as plane and pipe Poiseuille flows, plane Couette flow, Taylor–Couette flow, flows in straight coaxial annulus, flows in curved pipes and ducts, thermal convection flow, viscoelastic flow, and magnet fluid flow, etc. The theory is in agreement with results from numerical simulations and experiments. This volume is a critical edition of the extant thirteen membranes of Countess Eleanor's household account roll for that momentous year, 1265 (British Library, Additional MS 8877). Presented here in the original Latin and with an accompanying English translation, Countess Eleanor's roll includes her diet account for the period from 19 February to 29 August 1265, listing her visitors and the different items of food and drink consumed on each day at each castle at which she was resident, including Wallingford, Odiham and Dover. The roll also incorporates a "wardrobe journal", covering the period up until 1 October 1265, detailing expenditure on the purchase and repair of household furnishings, goods and utensils, on clothing and wages, on the Montfortian war effort in the South, and on messengers travelling to and from the countess, Earl Simon, her sons and associates, in the months before and after the Battle of Evesham.

The White Book of Southwell derives its name from its white vellum cover. Compiled between c.1350 and 1460, with a few later additions, its 500 pages record 620 individual documents from c.1100 onwards. They range widely from papal bulls and royal charters, quo warranto inquiries, privileges granted by many archbishops of York to the Chapter at Southwell,individual canons (or prebendaries) and the parishes where the Minster held lands or controlled livings. The majority date from c.1200-1460 and concern properties which the Chapter owned and administered through its courts, for which some rare proceedings are preserved. Because of their variety, the documents it contains are important not simply for ecclesiastical history but for broader social and economic trends in medieval Nottinghamshire either side of the Black Death. The volume also furnishes a remarkable amount of little-studied onomastic and linguistic evidence in medieval Latin, Anglo-Norman French and Middle English as well as strong traces of earlier Anglo-Scandinavianinfluences on Nottinghamshire. First brought to attention by the pioneering county historian Robert Thoroton (d. 1677), the White Book has been consulted in all subsequent generations. However, while some of its contents havebeen published in their original language or in translation, this is the first systematic, complete scholarly edition. A substantial introduction sets the White Book in context, describing its structure and content. A key point of reference for all political and social historians of twelfth-century England. Early in 1166, Henry II sent out orders via his sheriffs to all his tenants-in-chief, instructing them to send him returns (subsequently referred to as the cartae baronum) that listed the number of knights enfeoffed upon their estates in 1135 (when Henry I died); the number of knights they had enfeoffed since 1135; how many knights were charged on their demesne; and the names of their knightly tenants. The returns submitted by his tenants-in-chief are therefore indispensable records for the nature of tenurial lordship as it operated under King Henry II. The cartae were instrumental in their own day in confirming ligeance from rear tenants, and providing up-to-date lists of honorial knights from whom the king might collect such feudal incidents (wardships and reliefs as well as scutages and aids) as fell during a period of royal custody. They also laid the groundwork for a possible revision ofknightly quotas owing to the crown. In 1903 the famed ""Cowboy Artist,"" Charles M. Russell, presented his nephew Austin with a copy of the boy's adventure book Frank on the Prairie with some extraordinary enhancements. Actually, the volume already belonged to Austin, and his Uncle Charlie had borrowed it to add to its pages a series of original illustrations. This new facsimile edition of that copy, among the rarest of rare books, features little-known works of art by the artist. The prolific author of the novel Frank on the Prairie, Charles Austin Fosdick (1842-1915), who went by the pen name Harry Castlemon, was one of Russell's favorite storytellers. Castlemon's book, which first appeared in 1868 as part of the Gunboat Series of Books for Boys, recounts the adventures of young Frank and his friend Archie as they travel across the Old West. Clearly inspired by the story line, Russell produced eleven watercolors for his nephew's 1893 copy. They are beautifully reproduced here in full color, along with a single pencil sketch of mounted horsemen departing a fort. As Montana art collector Thomas Minckler explains in his essay, the extra-illustrated Frank on the Prairie displays the full range of Russell's signature subjects and themes: the regal American Indian, a pitched Indian battle of counting coup, the fur trader, an iconic buffalo hunt, the outlaw, a nighttime camp scene, a tomahawk peace pipe, and a herd of wild horses. All of these images, meticulously drawn and painted, are replicated in this facsimile version exactly as they first appeared in Austin's personal copy of the book.Frank on the Prairie was only one of a handful of books to which Russell added illustrations during his career. Visits to country houses are an important leisure pursuit throughout the British Isles, not just to appreciate their superb architecture, great paintings and elaborate furniture but also to experience something of the past life of our great families and their households. Mark Girouard suggested in Life in the English Country House that ‘even when the customs have gone, the houses remain, enriched by the accumulated alterations, and often accumulated contents of several centuries. Abandoned lifestyles can be disinterred from them in much the same way as from the layers of an archaeological dig’. By the 19th century, life in most country houses changed as a result of various technical inventions such as improved water supplies, flushing water closets, boilers and pipes to provide central heating, internal communications by bells and then telephones, and better lighting by means of gas and electricity. Country houses, however, were usually too far from urban centres to take advantage of centralised sources of supply and so were obliged to set up their own systems if they wanted any of these services to improve the comfort of daily living. Some landowners chose to do this; others did not, and this book examines the motivations for their decisions. It also sets out to discover what evidence has survived for the impact of technological innovation on the buildings, contents, parks and gardens of country houses and on the lives of the people within them. In the course of their research, the authors have visited nearly one hundred houses around the United Kingdom, mostly those open to the public and the majority in the hands of the National Trust. Many books have been devoted to the life of those in domestic service in such houses, but this book looks not so much at the social records of their lives as the actual physical evidence for the greater levels of comfort and convenience sought by landowners in country houses from the 18th to the early 20th centuries.
