Welfare reform was a spectacular success in New York under Mayor Giuliani despite the city's history of liberal social programs and its huge, entrenched welfare system. The city reduced the numbers on welfare from 1,120,000 to 460,000 by changing the organizational culture, protecting against fraud, insisting on "work first," adapting information technology, and contracting for job placement. The organizational culture was transformed by bold leadership that changed the welfare agency's mission and goals, overcame internal resistance, and prevailed over politicians who had a vested interest in the status quo and the media that were opposed to welfare reform. Welfare fraud was largely eliminated by dropping from the rolls those who were working and could not appear for in-person interviews, by fingerprinting recipients to catch those enrolled under multiple identities and those receiving welfare checks from other jurisdictions, by uncovering hidden income, by enrolling new applicants only after thorough investigation, and by tightening controls to prevent fraud by corrupt employees. JobStat, a computer-based system modeled after the Police Department's system used to track precinct activity, was developed to track the status of welfare recipients and to monitor the performance of the "Job Centers," which were formerly called welfare offices. JobStat focused the attention of department personnel on performance indicators rather than on minutely specified rules. The Giuliani administration's major contribution to national welfare reform was the creation of the only system in the country with large-scale, alternative work arrangements that was able to acculturate large numbers of the never-employed to the world of work.

Modeled after previous seasonal reports, this ninth volume of the Madaba Plains Project’s excavations at Tall al-ʿUmayri, Jordan gives a detailed accounting of the artifactual finds from the 2004 season of the excavations, accompanied by hundreds of photos and supplemented with related research. The active fields in 2004 included Field A, the western citadel with Early Iron Age domestic structures; Field B, the western defenses and northwestern domestic quarters showcasing a rare Late Bronze Age temple and palace complex; Field H, the southwestern acropolis boasting an emerging Late Iron I courtyard sanctuary; and Field L, the southern edge with Iron I remains, limited Late Iron II architecture, and the now nearly fully exposed area of a Late Hellenistic agricultural complex. These chapters are supplemented by an article on sherds with incised marks or repair holes and another on the sixth Persian provincial seal impression found at ʿUmayri. The most impressive discovery of the season was the Late Bronze Age temple and palace complex in Field B. Although not completely cleared in 2004, the emerging structure has contributed significantly to information about an underrepresented period in central Jordan. With walls surviving to two and three meters high and five rooms—an entry hall with standing stones, a sanctuary enclosing a cultic niche with five standing stones, a “favissa” space for preserving cultic artifacts, and two rooms serving an as yet undetermined function—this structure helps to fill in a number of gaps in our understanding of the Late Bronze Age in the region. The Bolsheviks’ seizure of power in Russia in late 1917 was swiftly followed by the establishment of the Cheka, the secret police of the new Soviet state. The Cheka was central to the Bolsheviks’ elimination of political dissent during the Russian Civil War (1917–22). In 1922 the Soviet state-security organs became the GPU and then the OGPU (1923–34) before coalescing into the NKVD. After it played a central role in the Great Terror (1936–38), which saw the widespread repression of many different groups and the imprisonment and execution of prominent figures, the NKVD had its heyday during the Great Patriotic War (1941–45). During the conflict the organization deployed full military divisions, frontier troop units and internal security forces and ran the hated GULAG forced-labour camp system. By 1946, the power of the NKVD was so great that even Stalin saw it as a threat and it was broken up into multiple organizations, notably the MVD and the MGB – the forerunners of the KGB. In this book, the history and organization of these feared organizations are assessed, accompanied by photographs and colour artwork depicting their evolving appearance.

The historical relationship between capital and labor has changed radically in the past few decades. Rudolf Steiner’s search for the words and style to bring to expression a contemporary spiritual worldview epitomises this. In seven organically developing chapters, this little book presents Martina Maria Sam’s long-standing research into this subject. As a writer, editor and lecturer she observed the increasing difficulty that many people – particularly those with an academic training – have with Steiner’s style. However, this style was something that Rudolf Steiner developed very deliberately. As she states: ‘What was most important for me in this was to point out Rudolf Steiner’s intentions in his specific and often original linguistic forms and, consequently, to create the introductory basis for a deeper understanding.’ Gaining such understanding, she says, can in turn enable us to develop insight into the spirit. William H. Herndon aspired to write a faithful portrait of his friend and law partner, Abraham Lincoln, based on his own observations and on hundreds of letters and interviews he had compiled for the purpose. Even more important, he was determined to present Lincoln as a man, rather than a saint, and to reveal things that the prevailing Victorian conventions said should be left out of the biography of a great national hero. A variety of obstacles kept Herndon from writing his book, however, and not until he found a collaborator in Jesse W. Weik did the biography begin to take shape. It finally appeared in 1889, to decidedly mixed reviews. Though controversial from the outset, Herndon's Lincoln nonetheless established itself as a classic, and remains, as Don E. Fehrenbacher declared, "the most influential biography of Lincoln ever published." This new edition restores the original text, includes two chapters added in the revised (1892) edition, and traces the history of how Herndon and his collaborator, after many delays, produced one of the landmark biographies in American letters.
