Throughout the history of the United States, the nation's presidents have shown a startling power to act independently of Congress and the courts. Using such tools as executive orders and memoranda, presidents have taken the country to war, abolished slavery, authorized widespread electronic surveillance, shielded undocumented immigrants from deportation, and more. As a result, executive authority has at times been accused of verging on the imperial. In this book, Dino P. Christenson and Douglas L. Kriner consider an oft-overlooked question: Given the strength of unilateral executive action and the steep barriers for Congress and the courts to successfully check it, what stops presidents from asserting control even more broadly than they already do? The answer, Christenson and Kriner argue, lies in the reactions of everyday Americans. With robust empirical data and compelling case studies, the authors reveal the extent to which domestic public opinion limits executive might. Presidents are emboldened to pursue their own agendas when they enjoy high levels of public support, and constrained when they are down in the polls, as unilateral action could jeopardize future initiatives and render presidents even more politically vulnerable. Although they find little evidence that the public instinctively recoils against the use of unilateral action, Congress and the courts can sway the public's view via their criticism of unilateral policies. Thus, other branches can still check the executive branch through political means. On the whole, as long as presidents are concerned with public opinion, Christenson and Kriner contend that fears of an imperial presidency are overblown. However, a president who responds only to the narrow base and ignores the mass public could pose a unique threat to checks and balances.

The year 2008 marks the 40th anniversary of Mabada Plains Project archaeological research in the Hashemite Kingdom of Jordan. The Madaba Plains Project is one of the longest-lived, continuously running archaeological excavation projects in the Middle East. Spanning four decades, the project, with its beginnings at Tall Hisban in the late sixties, has engaged 1,500 participants, produced scores of publications and spawned a dozen other projects. Its legacy includes being one of the first major Near Eastern archaeology projects to adopt a multi-millennial, regional approach; to incorporate ethnoarchaeology and environmental studies; to construct data around a food-systems' approach; and to computerize procedures for archaeological data acquisition and analysis, thus helping advance both the theoretical underpinnings and the field methods of archaeology in the southern Levant and beyond. This book is about is more than a subdiscipline within the field of economics---it is about a new field named "public choice political economy" that gradually evolved during the 1970s and 1980s at Virginia Polytechnic Institute in Blacksburg, Virginia. What is the field Public Choice Political Economy all about? How did it originate? Who were the main architects and builders? What values and work habits motivated the work? Finally, how did the facts about the development of public choice political economy stack up against what we know about science in general and how it has developed? The authors of the essays included in this volume, originally came together in May of 2000 in Blacksburg to celebrate their scientific achievements and take pride in the regimen of research and the processes that brewed at the legendary Public Choice center in Virginia. This location provided what turned out to be a fortuitous combination of obscurity and rustic quiet for original thoughts and concentrated debates. Inspired by the pioneer attitudes of the Virginians and the dedication and work ethic of James Buchanan and Gordon Tullock, a core group of renegade social scientists broke new ground and started a revolution in thought. The big questions about economizing behavior, constitutional limitations on an overreaching bureaucracy and the possible design and redesign of institutions to harness self-interested behavior for the benefit of all are touched on and placed in historical context. The resulting public choice movement occurred first in economics and later extended to political science and beyond. This may have been one of the most important developments in twentieth century social science. The book concludes with Nobel laureate, James Buchanan's thoughts about what had transpired largely but not exclusively under his guidance. Other contributors include, Richard B. McKenzie, Geoffrey Brennan, Stephen Medema and Robert Sugden. While those in the new Black elite come from myriad backgrounds and have varied views on American racism, as they progress through college and toward the Black professional class they develop a shared worldview and group consciousness. They graduate with optimism about their own futures, but remain guarded about racial equality more broadly.
