In Domesticating Democracy Susan Helen Ellison examines foreign-funded alternate dispute resolution (ADR) organizations that provide legal aid and conflict resolution to vulnerable citizens in El Alto, Bolivia. Advocates argue that these programs help residents cope with their interpersonal disputes and economic troubles while avoiding an overburdened legal system and cumbersome state bureaucracies. Ellison shows that ADR programs do more than that—they aim to change the ways Bolivians interact with the state and with global capitalism, making them into self-reliant citizens. ADR programs frequently encourage Bolivians to renounce confrontational expressions of discontent, turning away from courtrooms, physical violence, and street protest and coming to the negotiation table. Nevertheless, residents of El Alto find creative ways to take advantage of these micro-level resources while still seeking justice and a democratic system capable of redressing the structural violence and vulnerability that ADR fails to treat.

Seeking answers, Milagros Ricourt uncovers a complex and often contradictory Dominican racial imaginary. Observing how Dominicans have traditionally identified in opposition to their neighbors on the island of Hispaniola—Haitians of African descent—she finds that the Dominican Republic’s social elite has long propagated a national creation myth that conceives of the Dominican as a perfect hybrid of native islanders and Spanish settlers. Yet as she pores through rare historical documents, interviews contemporary Dominicans, and recalls her own childhood memories of life on the island, Ricourt encounters persistent challenges to this myth. Through fieldwork at the Dominican-Haitian border, she gives a firsthand look at how Dominicans are resisting the official account of their national identity and instead embracing the African influence that has always been part of their cultural heritage. The first major qualitative study of “countering violent extremism” in key U.S. cities Suspect Communities is a powerful reassessment of the U.S. government’s “countering violent extremism” (CVE) program that has arisen in major cities across the United States since 2011. Drawing on an interpretive qualitative study, it examines how the concept behind CVEaimed at combating homegrown terrorism by engaging Muslim community members, teachers, and religious leaders in monitoring and reporting on young peoplehas been operationalized through the everyday work of CVE actors, from high-level national security workers to local community members, with significant penalties for the communities themselves.Nicole Nguyen argues that studying CVE provides insight into how the drive to bring liberal reforms to contemporary security regimes through “community-driven” and “ideologically ecumenical” programming has in fact further institutionalized anti-Muslim racism in the United States. She forcefully contends that the U.S. security state has designed CVE to legitimize and shore up support for the very institutions that historically have criminalized, demonized, and dehumanized communities of color, while appearing to learn from and attenuate past practices of coercive policing, racial profiling, and political exclusion. In August 1974, while Richard Nixon resigned and Gerald Ford began a prolonged battle with Congress over executive power, a crisis was occurring in Cyprus. Desperate to shore up its declining popularity with a foreign policy triumph, the military government of Greece tried to overthrow the government of the independent island nation. In response, the Republic of Turkey invaded Cyprus in order to protect Turkish Cypriots. The invasion led to the downfall of the junta in Athens, the beginning of a United States embargo on arms sales to its ally Turkey, and years of increased tension and mistrust between the two nations.In his book, James F. Goode offers a revolutionary analysis of the complex factors leading to the imposition and continuance of the Turkish Arms Embargo. He demonstrates that, alone, the human rights issues surrounding the invasion fail to explain the resulting US-Turkish estrangement.
