The trade in oil, gas, gems, metals and rare earth minerals wreaks havoc in Africa. During the years when Brazil, India, China and the other "emerging markets" have transformed their economies, Africa's resource states remained tethered to the bottom of the industrial supply chain. While Africa accounts for about 30 per cent of the world's reserves of hydrocarbons and minerals and 14 per cent of the world's population, its share of global manufacturing stood in 2011 exactly where it stood in 2000: at 1 percent. In his first book, The Looting Machine, Tom Burgis exposes the truth about the African development miracle: for the resource states, it's a mirage. The oil, copper, diamonds, gold and coltan deposits attract a global network of traders, bankers, corporate extractors and investors who combine with venal political cabals to loot the states' value. And the vagaries of resource-dependent economies could pitch Africa's new middle class back into destitution just as quickly as they climbed out of it. The ground beneath their feet is as precarious as a Congolese mine shaft; their prosperity could spill away like crude from a busted pipeline. This catastrophic social disintegration is not merely a continuation of Africa's past as a colonial victim. The looting now is accelerating as never before. As global demand for Africa's resources rises, a handful of Africans are becoming legitimately rich but the vast majority, like the continent as a whole, is being fleeced. Outsiders tend to think of Africa as a great drain of philanthropy. But look more closely at the resource industry and the relationship between Africa and the rest of the world looks rather different. In 2010, fuel and mineral exports from Africa were worth 333 billion, more than seven times the value of the aid that went in the opposite direction. But who received the money? For every Frenchwoman who dies in childbirth, 100 die in Niger alone, the former French colony whose uranium fuels France's nuclear reactors. In petro-states like Angola three-quarters of government revenue comes from oil. The government is not funded by the people, and as result it is not beholden to them. A score of African countries whose economies depend on resources are rentier states; their people are largely serfs. The resource curse is not merely some unfortunate economic phenomenon, the product of an intangible force. What is happening in Africa's resource states is systematic looting. Like its victims, its beneficiaries have names.

But when it appeared in 1991, it immediately conjured up several powerful images: the helpless infant himself; his unseen environment, a newborn intensive care unit filled with babies crying inconsolably; and the mother who did this -- crack-addicted and unrepentant. Misconceiving Mothers is a case study of how public policy about reproduction and crime is made. Laura E. Gomez uses secondary research and first-hand interviews with legislators and prosecutors to examine attitudes toward the criminalization and/or medicalization of drug use during pregnancy by the legislature and criminal justice systems in California. She traces how an initial tendency toward criminalization gave way to a trend toward seeing the problem of \u0022crack babies\u0022 as an issue of social welfare and public health. It is no surprise that in an atmosphere of mother-blaming, particularly targeted at poor women and women of color, \u0022crack babies\u0022 so easily captured the American popular imagination in the late 1980s. What is surprising is the was prenatal drug exposure came to be institutionalized in the state apparatus. Gomez attributes this circumstance to four interrelated cause: the gendered nature of the social problem; the recasting of the problem as fundamentally \u0022medical\u0022 rather than \u0022criminal\u0022; the dynamic nature of t he process of institutionalization; and the specific feature of the legal institutions -- that is, the legislature and prosecutors' offices -- the became prominent in the case. At one level Misconceiving Mothers tells the story of a particular problem at a particular time and place -- how the California legislature and district attorneys grappled with pregnant women's drug use in the late 1980s and early 1990s. At another level, the book tells a more general story about the political nature of contemporary social problems. The story it tells is political not just because it deals with the character of political institutions but because the process itself and the nature of the claims-making concern the power to control the allocation of state resources. A number of studies have looked at how the initial criminalization of social problems takes place. Misconceiving Mothers looks at the process by which a criminalized social problem is institutionalized through the attitudes and policies of elite decision-makers.

Tracing the cultural denigration of fatness to the mid 19th century, Amy Farrell argues that the stigma associated with a fat body preceded any health concerns about a large body size. Firmly in place by the time the diet industry began to flourish in the 1920s, the development of fat stigma was related not only to cultural anxieties that emerged during the modern period related to consumer excess, but, even more profoundly, to prevailing ideas about race, civilization and evolution. For 19th and early 20th century thinkers, fatness was a key marker of inferiority, of an uncivilized, barbaric, and primitive body. Increasing demand for seed as biofuel feedstock coupled with a need to feed a burgeoning global population makes seed science and technology an essential discipline for human survival and prosperity. Cereal production alone will have to increase by roughly a billion metric tons in the next 30 years to meet world needs. To meet future world needs for food, fiber and energy, additional research advancements in seed genetics and technology will be critical. Seed science and technology involves several disciplines such as plant production, agronomy, plant physiology, plant science, entomology and plant pathology. The seed is the most important and essential starting point for a healthy plant. If a seed is not viable a seedling will not emerge. If a seed has low vigor a weak seedling will emerge which in turn may either succumb to environmental conditions or attack by pathogens or insects. It is therefore of the outmost importance to look at the seed to make sure that it is viable and will give rise to vigorous seedlings able to withstand unfavorable environmental conditions and pests. Correct sampling of a seed lot is essential before any tests can be done on the seed lot. The purity, both physical and genetic, must be determined before testing. All seed should be tested for viability, that is, the germination percentage must be determined and recorded on the seed lot. Furthermore, the vigor of the seed can also be determined using a range of tests. Seed health testing is also of great importance to prevent new pathogens from entering and establishing in the country and to prevent diseases occurring in the field due to seed-borne inoculum. Crisis and Predation explains that this shocking tightfistedness stems from the fact that global financial interests, as well as India’s ruling neofascist government, explicitly oppose any sizable expansion of government spending by India. The U.S. Geological Survey (USGS) Environmental Health Mission Area (EHMA) is providing comprehensive science on sources, movement, and transformation of contaminants and pathogens in watershed and aquifer drinking-water supplies and in built water and wastewater infrastructure in the Greater Chicago Area. The focus of chapter 1 is on assessing point-of-use (tapwater) drinking-water exposure pathways for a broad range of potential environmental contaminants and exploring infrastructure-related factors that could alter or transform chemical constituents or microbial communities in drinking water (such as treatment plant technology, distribution system characteristics, private plumbing components, and point-of-use treatment) Pennsylvania has the second highest number of residential wells of any state in the Nation with approximately 2.4 million residents that depend on groundwater for their domestic water supply. The groundwater used for domestic water supply in Bradford County is obtained primarily from shallow bedrock and from unconsolidated (glacial) deposits that overlie the bedrock. As reported in chapter 2, data for 72 domestic wells were collected and analyzed for a wide range of constituents that could be evaluated in relation to drinking water health standards, geology, land use, and other environmental factors. The occurrence of arsenic and uranium in groundwater at concentrations that exceed drinking-water standards is a concern because of the potential adverse effects on human health. The Connecticut Department of Public Health reported that there are about 322,600 private wells in Connecticut. The State does not require that existing private wells be routinely tested for arsenic, uranium, or other contaminants. The U.S. Geological Survey (USGS) completed an assessment in 2016 on the distribution of concentrations of arsenic and uranium in groundwater from bedrock in Connecticut. Chapter 3 presents the major findings for arsenic and uranium concentrations from water samples collected from 2013 to 2015 from private wells. The circumstances and response to Flint's drinking water contamination involved implementation and oversight lapses at the EPA, the state of Michigan, the Michigan Department of Environmental Quality (MDEQ), and the city of Flint. Chapter 4 evaluates additional matters concerning the agency's management controls when responding to the Flint contamination incident. Federal agencies have identified several billion dollars in existing and future tribal drinking water and wastewater infrastructure needs. Chapter 5 examines the extent to which selected federal agencies identified tribes' drinking water and wastewater infrastructure needs and funded tribal water infrastructure projects, including tribes' most severe sanitation deficiencies.

This book chronicles my early life, from my birth in 1948 in austerity Britain to leaving school in 1964. The book is written very much through my own eyes, evoking memories of a poor but happy childhood. Life in what is now a distant bygone age was a lot simpler, and any pleasures were something you whole heartedly embraced, as they did not come along too often. It has been said many times that everyone has a book in them, and had been at the back of my mind for many years, without a clear idea of what my book would be about. With hindsight I think the idea of this book was always there in my mind, as I remember vividly the first few lines which simply describe the end of my childhood, as I waited for the no 17 bus to take me home after my last football match. It was August 1964, and my first job awaited at the Cooperative Wholesale Society in Manchester. The Cooper family was probably no different from any other family on Pershore Road, working hard to survive in post war Britain, and my parents striving to bring up their children with relatively little money. My mother (our Mam) was the rock of the family, the glue that held it all together, and was fiercely protective of her children. My father I am sure had his demons, and only having one leg for almost 40 years of his life would not have been easy, both physically and psychologically. I did find it difficult to talk to him at times, and with hindsight regret not having had a closer relationship. The greater Cooper family were an interesting bunch, but had many secrets and numerous "fallings out". Things changed slowly in the 1950's, and this was epitomised in my school life. My first school Parkfield Infant/Primary was a throwback to the "old days" with some of my teachers having taught my mother, the maxim being "children should be seen but not heard". Then in the late 1950's I went to Hollin Secondary Modern School, and it was like "night and day", with much younger teachers, promoting inclusive learning. Football has always been an important part of my life, particularly my love of Oldham Athletic, who I started supporting in the late 1950's with my uncle Billy. I also loved playing the game in all kinds of situations and conditions, making many good friends along the way, some of these friendships lasting to this day. At times it was a struggle to write this book despite it being relatively short in length, but I am so glad I did - something which my children and grandchildren can remember me by.

For the majority of common cancers, the search for oncogenes has not changed the treatment: We’re still treating with the same old triad of removing (surgery), burning out (radiation), or poisoning (chemotherapy). In Cancer and the New Biology of Water, Thomas Cowan, MD, argues that this failure was inevitable because the oncogene theory is incorrect—or at least incomplete—and based on a flawed concept of biology in which DNA controls our cellular function and therefore our health. Instead, Dr. Cowan tells us, the somatic mutations seen in cancer cells are the result of a cellular deterioration that has little to do with oncogenes, DNA, or even the nucleus. We hear about pieces of ice the size of continents breaking off of Antarctica, rapidly melting glaciers in the Himalayas, and ice sheets in the Arctic crumbling to the sea, but does it really matter? Over the course of the last few years, our healthcare system has begun a shift toward rewarding physicians for the quality of care rather than the quantity, and building off these efforts, providers, doctors, health systems, and payers are willing to explore new value-based arrangements and open the door to providing new benefits for their beneficiaries. The Medicare Access and CHIP Reauthorization Act began to shift Medicare towards being a more value-based payment system. Chapter 1 discusses the models that are working toward improve the quality of care and reducing cost. Total expenditures for the Medicare Part D drug program exceeded $100 billion in 2016. Part D plan sponsors may use a pharmacy benefit manager (PBM) to provide drug benefit management services for Part D coverage, such as negotiating drug rebates and other price concessions and paying pharmacy claims. Policymakers have sought a better understanding of PBMs' roles in the drug supply chain and plans' and PBMs' efforts to manage Part D drug spending and use. Chapter 2 examines, (1) the extent to which Part D plan sponsors use PBMs, (2) trends in rebates and other price concessions obtained by both PBMs and plan sponsors for Part D drugs, and (3) how PBMs earn revenue for services provided to Part D plans. The Social Security Act requires boards of trustees to issue reports to Congress by April 1 each year on the financial status of the Social Security and Medicare trust funds. Chapter 3 (1) describes how the boards of trustees develop the annual Trustees reports, and (2) examines the extent to which the boards of trustees have provided the reports to Congress by the April 1 deadline, and what factors account for any delays. The Centers for Medicare & Medicaid Services (CMS) implemented a competitive bidding program (CBP) for certain durable medical equipment (DME), such as wheelchairs and oxygen. The Patient Protection and Affordable Care Act required CMS to adjust fee-for-service payment rates for certain DME items in non-bid areas. On January 1, 2016, adjusted rates for 393 items went into effect in non-bid areas. Chapter 4 examines (1) payment rate reductions and any changes in the number of suppliers; (2) any changes in the utilization of rate-adjusted items; and (3) available evidence related to potential changes in beneficiaries' access to rate-adjusted items.
