This work examines the economic agents, institutions, incentives, competences and other forces that forged a Lebanese economic model known as the "Merchant Republic" in the aftermath of World War II. The author identifies the broad concept of outward-orientation to describe the Lebanese economy. Dominant economic and political agents sought to develop the economy on the basis of its intermediary role, regional comparative advantage and competitive position in offshore service operations - all of which were viewed as essential to the viability of the small Lebanese state. Supporting an open and tertiary-oriented economy that serviced rapidly-growing Middle East economies, these forces shaped Lebanon's economic order until 1958; and in a modified form, they influenced it's political economy until 1975. Lebanon's model of outward-orientation, however, can be usefully contrasted with the explorer-oriented industrialization model followed in East Asia. This book integrates a theoretical and empirical examination of the Lebanese model and provides data and analysis about its effect on economic growth and structural change during its golden age.

Carolyn Forché’s The Country Between Us bears witness to what she saw in El Salvador in the late 1970s, when she travelled around a country erupting into civil war. Documenting killings and other brutal human rights abuses, while working alongside Archbishop Oscar Romero’s church group, she found in her poetry the only possible way to come to terms with what she was experiencing first-hand. By 1980, when the fighting was becoming too dangerous, Archbishop Romero urged Forché to return home, asking her to ‘talk to the American people, tell them what is happening to us. Convince them to stop the military aid.' A week later he was assassinated (and is only now being made a saint). Back in the US, Forché gave readings and talks about US-backed oppression in Central America, but found publishers and critics uncomfortable with the startlingly different poems of her second collection, poems relating to torture, murder, injustice and trauma. When the book appeared in 1981, at a time when the conflict in El Salvador had finally forced its way into public awareness, it won her immediate recognition. Briefly available in Britain from Jonathan Cape in the 1980s, it was reissued by Bloodaxe to coincide with the publication by Penguin of Carolyn Forché’s long awaited memoir of those times, What You Have Heard Is True: a memoir of witness and resistance (Penguin, 2018) followed by a new collection from Bloodaxe, In the Lateness of the World (2020). The Country Between Us has sold tens of thousands of copies on the US, where it has never been out of print. It won the Poetry Society of America's Alice Fay di Castagnola Award, and was the Lamont Poetry Selection of the Academy of American Poets.

One of the most persistent puzzles in comparative public policy concerns the conditions under which discontinuous policy change occurs. In Remaking Policy, Carolyn Hughes Tuohy advances an ambitious new approach to understanding the relationship between political context and policy change. Focusing on health care policy, Tuohy argues for a more nuanced conception of the dynamics of policy change, one that makes two key distinctions regarding the opportunities for change and the magnitude of such changes. Four possible strategies emerge: large-scale and fast-paced ("big bang"), large-scale and slow-paced ("blueprint"), small-scale and rapid ("mosaic"), and small-scale and gradual ("incremental"). As Tuohy demonstrates, these strategies are determined not by conditions themselves, but by the ways in which political actors, individually and collectively, assess their prospects for success in the present and over time. Drawing on interviews as well as primary and secondary accounts of ten cases of major change in health policy over seven decades (1945-2015) in the US, UK, the Netherlands, and Canada, Remaking Policy represents a bold step toward understanding the scale and pace of change in health policy and beyond.
