The idea of a democratic developmental state forms part of the current development discourse advocated by international aid agencies, deliberated on by academics, and embraced by policy makers in many emerging economies in the global South. What is noticeable in this discourse is how little attention has been paid to a discussion of the essence of a democratic developmental state, and much of what passes for theory is little more than policy speak and political rhetoric. This volume fills a gap in the literature on the democratic developmental state. Analyzing the different approaches to the implementation of democratic developmental states in various countries in the South, it evaluates the extent to which these are merely replicating the central tenets of the East Asian model of the developmental state or if they are succeeding in their attempts to establish a new and more inclusive conceptualization of the state. In particular, the authors scrutinize to what degree the attempts to build a democratic developmental state may be distorted by the imperatives of neoliberalism. The volume broadens the understanding of the Nordic model of a democratic developmental state and shows how it represents an additional, and perhaps contending understanding of the developmental state derived from the East Asian experience.

This in-depth analysis discloses the sources, contents, and implications of post-Soviet Russian messianism. Since its rediscovery 150 years ago, writers ranging from Western critics of Moscow's foreign policy to ardent Russian imperialists have used the concept of Moscow as the Third Rome as 'evidence' of Russia's particularism and expansionism. But for the original author of the formula of the Third Rome, the Orthodox monk Filofei of Pskov, it was a religious concept he referred to when criticizing what he saw as the apostasy of his time. This book is the first to look beyond this dichotomy. Drawing on theories of political myth and concepts of nationalism, �stbø develops a novel analytical perspective. Rather than dismissing political uses of the religious, medieval idea as 'wrong', the author analyzes the modern content and ideological function of the myth of the Third Rome. Through case studies of four prominent nationalist intellectuals, Vadim Tsymburskii, Aleksandr Dugin, Nataliia Narochnitskaia and Egor Kholmogorov, the author shows how this messianic myth is used to 'reinvent' Russia after the collapse of the Soviet Union. These writers use their own constructed image of the Russian nation to demonstrate what Russia 'should be' and its allegedly rightful place in the world. Existing in radically diverging versions, the myth of the Third Rome routinely conveys rabid anti-Westernism. At 'best', it is employed to forge a self-image of the Russians as an essentially isolationist civilization. At worst, it is used to 'explain' how the Russians are divinely elected to be the rulers of a world empire.

This is a critical comparative study of contemporary world literature, focused on the importance of the ethical turn (or return) in literary theory. It considers the shape and development of the ethical engagement of the novels of Amitav Ghosh, Chimamanda Adichie, Caryl Phillips, Kazuo Ishiguro, Zadie Smith, and JM Coetzee, exploring the overlaps and divergences between Levinasian/Derridean and Aristotelian ethics as they are brought to bear on literature. The characters' recognitions and emotional responses in these texts are integral to the unfolding of their ethical concerns, and the ethics thus explored is often marked by the complexity and impurity characteristic of the tragic. A view of recognition is advanced that shifts it from the more usual political understanding in the field towards seeing it as a formal device used to unfold an ethical knowledge peculiar to fictional narrative, and particularly suitable for the concerns of world literature authors in its interconnection of the universal and the particular -- a binary that has been crucial in post-colonialism and remains important for the wider field of world literature. The analysis unfolds with a focus on three broad ethical themes -- religion, the memory of violence, and the human-eliciting the novelists' contributions to these debates through the investigation of the functioning of moments of recognition in their novels.

Even though traditional microfinance has successfully paved the way for offering financial services to low-income populations without traditional collateral, many microfinance institutions (MFIs) are still reluctant to move into rural areas and agricultural finance, due to the perceived high risks and costs. Daniela Rottger's research demonstrates how MFIs can mitigate risks and costs of lending to smallholder farmers by using a combination of proven traditional microfinance mechanisms while adapting specific loan features and lending mechanisms to the particularities of smallholder agriculture. She systematically compares traditional microfinance risk management mechanisms with agricultural microfinance approaches and identifies successful strategies. For this purpose, eight MFIs providing agricultural finance to smallholder farmers in four countries in East and West Africa (Uganda, Kenya, Benin, Cameroon) were interviewed and their loan features and agricultural lending mechanism were analyzed. The study shows that MFIs can successfully serve smallholder farmers in rural areas. However, the extent of adaptations is reason enough not to commit to such an endeavor lightly. A strong commitment combined with sound in-house knowledge of agricultural value chains and the flexibility to adapt loan terms and lending procedures to the particularities of agriculture are needed to successfully develop and sustain agricultural microfinance.

This book explores the issue of development-induced resettlement, with a particular emphasis on the humanitarian, legal, and social aspects of this problem. Today, so-called development-induced displacement and resettlement' (DIDR) is one of the dominant causes of internal spatial mobility worldwide. Each year over 15 million people are forced to abandon their homes to make space for economic development infrastructure. The construction of dams and irrigation projects, the expansion of communication networks, urbanization and re-urbanization, the extraction and transportation of mineral resources, forced evictions in urban areas, and population redistribution schemes count among the many possible causes. Terminski aims to present the issue of development-caused displacement as a highly diverse, global social problem occurring in all regions of the world. As a human rights issue it poses a challenge to public international law and to institutions providing humanitarian assistance. A significant part of this book is devoted to the current dynamics of development-caused resettlement in Europe, which has been neglected in the academic literature so far.

Fascism is inherently duplicitous, claiming one thing whilst being committed to something else. In examining this dishonesty, it is essential to distinguish between the surface arguments in fascist discourse and the underlying ideological commitments. Analysing contemporary fascism is particularly difficult, since no fascist party admits to being fascist. Drawing on the critical insights of historical and linguistic research, this book offers an original and discerning approach to the critical analysis of fascism. It demonstrates that any understanding of the continuing popularity of fascist political ideology requires interdisciplinary analysis which exposes the multiple layers of meanings within fascist texts and the ways they relate to social and historic context. It is only through contextualisation we can demonstrate that when fascists echo concepts and arguments from mainstream political discourse (eg: British jobs for British workers) they are not being used in the same way.

The so-called Ryazan Incident of 22 September 1999, when eyewitnesses observed officers of the FSB special forces placing a live bomb in the basement of an apartment building in the town of Rzayan. The detonation of a powerful truck bomb outside of an apartment house in Buinaksk, Dagestan, on 4 September 1999, which took the lives of fifty-eight innocent victims. The explosion on 16 September 1999 of a truck bomb in the city of Volgdonsk in southern Russia, which killed eighteen persons and seriously wounded eighty-nine.

In the early 2000s, Liberian women wearing wrap skirts, white T-shirts, and shouting: We want peace, no more war', attracted international attention. After almost fifteen years of civil war, the enduring active, multifaceted, and non-violent campaigning for peace by women's organisations contributed to the end of the fighting and the signing of a peace agreement between the warring factions. Although it is widely assumed that women's inclusion in peace processes yields greater attention to women's issues and needs in the aftermath of a conflict, this is only partly the case in Liberia. Thus, this analysis looks beyond the extraordinary commitment by women in Liberia and deals with the questions to what extent their role in the peace process has contributed to gender-sensitive outcomes in post-conflict Liberian society and why greater gender sensitivity was not achieved. By focusing on manifestations of patterns of masculinity in the public and private spheres, Anne Theobald identifies factors at different levels of analysis within different time frames that elucidate the unexpected outcome. Not only does this provide for a more encompassing understanding of dynamics of gender relations and context-specific variables impeding gender sensitivity in post-conflict settings, but it also helps to refine prevailing theoretical approaches on gender in peacemaking and peace-building and to develop more holistic, context-specific, and efficient policy approaches, which can effectively lead to gender-sensitive peace.

The transformation process in Central and Eastern Europe (CEE) after 1989 is often clothed in terms of historical and geographical categories, either as a 'return of history' or as a 'return to Europe', or both. Either way, the radical right in CEE claims a prominent place in this politics of return. Studies of the radical right echo the more general concern, in analyses of the region, with historical analogies and the role of legacies. Sometimes parallels are discovered between the post-1989 radical right and inter-war fascism. They imply a 'Weimarisation' of the transformation countries and the return of the pre-socialist, ultranationalist, or even fascist past - the 'return of history'. Another interpretation argues that since some CEE party systems increasingly resemble their West European counterparts, so does the radical right, at least where it is electorally successful - the 'return to Europe'. A third line of thought states that the radical right in the region is a phenomenon sui generis, inherently shaped by the historical forces of state socialism and the transformation process. As a result and in contrast to Western Europe, it is ideologically more extreme and anti-democratic while organisationally more a movement than a party phenomenon. This book provides insight into the role of historical forces in the shaping and performance of the current radical right in CEE. It conceptualises 'legacies' both as a contextual factor, (ie: as part of structural and cultural opportunities for new movements and parties in the region, and as textual factors; ie: as part of the ideological baggage of the past which is revived -- and reinterpreted -- by the radical right). An introductory essay by Michael Minkenberg puts the topic and the concept of legacies into a larger research perspective. Articles by Lenka Bustikova and Herbert Kitschelt as well as John Ishiyama employ the role of legacies as context, whereas the contributions by Timm Beichelt, Sarah de Lange and Simona Guerra as well as James Frusetta and Anca Glont treat legacies as text.

In the opinion of some historians the era of fascism ended with the deaths of Mussolini and Hitler. Yet the debate about its nature as a historical phenomenon and its value as a term of historical analysis continues to rage with ever greater intensity, each major attempt to resolve it producing different patterns of support, dissent, and even hostility, from academic colleagues. Nevertheless, a number of developments since 1945 not only complicate the methodological and definitional issues even further, but make it ever more desirable that politicians, journalists, lawyers, and the general public can turn to "experts" for a heuristically useful and broadly consensual definition of the term. These developments include: the emergence of a highly prolific European New Right, the rise of radical right populist parties, the flourishing of ultra-nationalist movements in the former Soviet empire, the radicalization of some currents of Islam and Hinduism into potent political forces, and the upsurge of religious terrorism. Most monographs and articles attempting to establish what is meant by fascism are written from a unilateral authoritative perspective, and the intense academic controversy the term provokes has to be gleaned from reviews and conference discussions. The uniqueness of this book is that it provides exceptional insights into the cut-and-thrust of the controversy as it unfolds on numerous fronts simultaneously, clarifying salient points of difference and moving towards some degree of consensus. Ukraine is a misfit among post-communist states, being neither a respectable, stable democracy nor an autocracy. Nor does it sit well as a patronal political system, like other post-Soviet regimes, since the Euromaidan Revolution. This study examines the presidencies of Petro Poroshenko and Volodymyr Zelenskyy focusing on their common tendency to subordinate the legal system and use it as a political instrument. It finds that this pattern of power struggle concentrated in the president's office was, contrary to the theory of patronal politics, more dominant than clientelism. The second theme of this book is each president's handling of relations-largely meaning the war-with Russia, in the wake of the annexation of Crimea in 2014 and culminating in the invasion of 2022, as the key challenge to the nation's survival. One way or another, unable to reform itself or to withstand the Russian assault, post-Euromaidan Ukraine will have come to an end.

This book investigates the making of Ukraine's foreign policy towards the European Union and Russia between February 2014 and February 2015. To contextualize the events of the first year of the Russian-Ukrainian War, Nychyk lays out the history of the EU-Ukraine-Russia triangle since 1991 and draws lessons relevant for the 2022 Russian full-scale invasion of Ukraine. The book is based on her doctoral research and rests on a game-theory-inspired approach to foreign policy analysis. It relies on 38 elite interviews, official documents, and media reports.Nychyk uncovers various mutual misperceptions in EU-Ukraine-Russia relations. Looking at Ukraine's 'side of the story', her analysis shows how Russian assertiveness and the EU's passivity, but also Ukrainian leaders' limited crisis management experience and erroneous policy decisions contributed to worse outcomes for Ukraine. The latter included poor analysis of foreign interlocutors, trust in their good intentions, and corruption. After 2015, a persistence-although with certain changes-of some of these pathologies left Ukraine in a weaker position in the face of Russia's full-scale invasion in February 2022.

This work is a contemporary historical, narrative analysis of events in and around Ukraine from 2013 to 2019. These years were almost as significant for Ukraine as the achievement of independence in 1991, because Ukraine was in danger of losing its independence again after the victory of the "Maidan". This popular uprising against the kleptocratic regime of President Yanukovych led to a takeover of power by the parliamentary opposition-and to the total loss of influence by Russia. India and Pakistan have been in a state of persistent conflict that goes back to the very creation of these states after decolonization. This conflict has resulted in several wars and continuing armed clashes. After both states became nuclear powers, one would have expected a fundamental change in the way they wage war, since it is a fundamental principle of International Relations theory that nuclear-armed states do not go to war with each other. But the situation in South Asia seems to defy this principle. Indias conventional superiority should be neutralized by Pakistans nuclear capability, while Pakistans risk-taking behavior should be reduced. But as a matter of fact, the situation has turned out quite differently: Although large-scale conventional wars have not occurred, the nuclear status seems to have encouraged conflict and risk-taking. The number of armed clashes rose. Bluth and Mumtaz scrutinize the atypical and seemingly paradoxical impact of nuclearization on the conflict between India and Pakistan, paying extra attention on the question of how stable this paradoxical strategic relationship is. They demonstrate that the dominant paradigm used in the International Relations literature is by far not adequate to explain the strategic relations between India and Pakistan and set to work on developing a more coherent explanation. A must-read for everyone interested in International Relations and conflict resolution research.

A good biography is a well-staged illusion. It creates - on paper - a vivid, rounded, and immediate sense of lived life. In contrast to purely fictional forms, biography writing does not allow total freedom to the biographer in the creative act. Ideally, a biography's backbone is formed by accurate historical facts. But its soul lies elsewhere. Since the concern is life, something more is needed: Nothing dry, cold or dead, but a vibrant impression of life that is left in the air after one turns over the last page. But how does a biographer do it? The way a biographer creates a subject is largely dictated by the historical distance between them. There are three types of distance in biographical writing: First, where the biographer and the subject personally know one another; second, where the biographer is a near contemporary of the subject; and third, where biographer and subject are distinctly separated, in some cases, by hundreds of years. This study explores how some of the most accomplished biographers manage to recreate life" across time and space. Reports by international governmental and non-governmental organisations on the 2004 presidential elections in Ukraine constituted a significant factor in generating, facilitating and completing the Orange Revolution. Ukrainian civil society, mass media, courts and political parties were the main driving force behind the popular uprising that returned Ukraine to the path of democratisation it had embarked on in 1991. Yet, the unambiguous stance and political weight of such institutions as the EU, PACE, NATO, and, above all, OSCE played their role too. The democratic movement benefited from the spectre of international isolation and stigmatisation of the Ukrainian state had President Leonid Kuchma decided to prevent a repetition of the second round of the voting. The volume collects not all, but some of the most widely discussed reports, including English translations of selected sections of the three reports produced by the CIS International Observers Mission. The latter as well as a report by an Israeli institute depart from the assessments of the other organisations represented here, allowing for comparison of diverging evaluations of the same events. When the SS Empire Windrush berthed at Tilbury docks in 1948 with 492 ex-servicemen from the Caribbean, it marked the beginning of the post-war migrations to Britain that would form part of modern, multi-cultural Britain. A significant role in this social transformation would be played by the literary and non-literary output of writers from the Caribbean. These writers in exile were responsible not just for the establishment of the West Indian novel, but, by virtue of their location in the Mother Country, were also the pioneers of black writing in Britain. Over the next fifty years, this writing would come to represent an important body of work intimately aligned to the evolving and contentious notions of home" as economic migration became a permanent presence. In this book, David Ellis provides in-depth analyses of six key figures whose writing charts the establishment of black Britain. For Sam Selvon, George Lamming and E R Braithwaite, writing home represents a literature of reappraisal as the myths of empire -- the gold-paved streets of London -- conflict with the harsh realities of being designated an immigrant. In Eastern Ukraine, unfathomable human dramas have unfolded since 2014. Thousands died in the fighting. The homes of tens of thousands were destroyed. Many were captured and tortured, millions ousted from their homes. The lives of many were broken. Volunteers started to collect food, clothes and even weapons for the frontline. Charity organizations transferred donations to the Donets' Basin (Donbas). Priests became chaplains for soldiers. Journalists and photographers flooded into the war-zone and sometimes became involved in the events. A Hungarian and Ukrainian journalist, Eperjesi and Kachura had the opportunity to meet and talk to many of these characters. The book provides a tableau of the emblematic figures of the war in the Donbas. It not only presents tragedies, but also human moments and noble deeds. The two journalists show how the lives of ordinary people have changed as a result of the horrors of war. This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those statesPoland, Bulgaria, and Russiadiffer so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Polands, Bulgarias, and Russias dominating conceptions of national identity have principally shaped these countries foreign policy behavior after 1989. Such an explanation of these three nations diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical middle-ground argument that calls for qualified post-positivism as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.
