University of Washington Press Ecosystem Management for Parks and Wilderness
The need for cooperation among government agencies as well as an interdisciplinary approach to the increasingly challenging and complicated problem of managing park and wilderness areas prompted the University of Washington College of Forest Resources, the National Park Service, and the Forest Service to sponsor an ecosystem management workshop for scientists, planners, and managers. To develop an improved conceptual approach to managing change in ecosystems crossing natural and political boundaries, the workshop focused on defining terms, uncovering areas of misunderstanding and barriers to cooperation, and developing methods to determine the most important problems and issues. Three needs emerged from the prioritization process: a precise definition of the management objectives for park and wilderness lands and how to integrate them with objectives for surrounding lands, nationally as well as site-specific; more information about physical, biological, and social components of park and wilderness ecosystems from both sides of political boundaries; and key indicators of ecosystem condition as well as methods for evaluating management effectiveness. All of these common themes point to a need for more precise direction in management goal setting and more accurate assessment of progress toward goals. The album's arrangements taxed the storage capacity of multi-track tape and its lyrics allowed enquiring minds to follow a Joycean snakes-and-ladders path through multiple meanings, allusive wordplay and puns. "Van Dyke Parks' Song Cycle" is an intelligent take on a classic left-field album. For good and for ill, the full arsenal of bouquets and brickbats available to music writers has been tossed at Van Dyke Parks during his tenure of forty years and more in the music business. The Mississippi native has been hailed as a great American original - Charles Ives in Groucho Marx's pajamas, was Rolling Stone's pull quote - and derided as a charlatan. He was among the first to achieve the questionable status of cult artist; defended by a vocal few, dismissed or ignored by the greater audience. His career arc, and indeed his own life invite parallel consideration with another maverick who made his name in Hollywood, the film director and actor Orson Welles. Both were immediately recognized as child prodigies and took full advantage of the status conferred upon them. Each had the mantle of genius conferred upon them; in both cases, the mantle was worn with increasing difficulty as the years progressed. Both men, perhaps unfairly, have been accused of never bettering their artistic debuts. The compounded triumph and debacle of Welles' Citizen Kane is the stuff of a crammed shelf of film history books. In Van Dyke Parks' case, his calling card and his bete noir both fit within the same cardboard sleeve, the one containing "Song Cycle". The album was released on Warner Brothers Records in 1968. It cost more than any recording made prior to that time (Warners would ultimately recoup its costs sometime in the early 90s). No one can say that the label didn't get its money's worth: "Song Cycle"'s arrangements taxed the storage capacity of multi-track tape and its lyrics allowed enquiring minds to follow a Joycean snakes-and-ladders path through multiple meanings, allusive wordplay and puns. Said lyrics were sung by their author, his piping tenor swathed in a galactic fog of studio effects. The rhythms veered from Broadway to box step, little or none cut from the cloth of psychedelic, blues-based turbulence that dominated the landscape of the late 60s. In 1865, when San Francisco's Daily Evening Bulletin asked its readers if it were not time for the city to finally establish a public park, residents had only private gardens and small urban squares where they could retreat from urban crowding, noise, and filth. Five short years later, city supervisors approved the creation of Golden Gate Park, the second largest urban park in America. Over the next sixty years, and particularly after 1900, a network of smaller parks and parkways was built, turning San Francisco into one of the nation's greenest cities. In Building San Francisco's Parks, 1850-1930, Terence Young traces the history of San Francisco's park system, from the earliest city plans, which made no provision for a public park, through the private garden movement of the 1850s and 1860, Frederick Law Olmsted's early involvement in developing a comprehensive parks plan, the design and construction of Golden Gate Park, and finally to the expansion of green space in the first third of the twentieth century. Young documents this history in terms of the four social ideals that guided America's urban park advocates and planners in this period: public health, prosperity, social coherence, and democratic equality. He also differentiates between two periods in the history of American park building, each defined by a distinctive attitude towards "improving" nature: the romantic approach, which prevailed from the 1860s to the 1880s, emphasized the beauty of nature, while the rationalistic approach, dominant from the 1880s to the 1920s, saw nature as the best setting for uplifting activities such as athletics and education.
