University of Texas Press The Dismantling of the Good Neighbor Policy
The Good Neighbor Policy was unique: a great power obligated itself not to use force in its dealings with twenty smaller powers and not to interfere in their domestic politics. It was a policy that lasted, with some perturbations, for twenty years: instituted by President Roosevelt in 1933 and carried out effectively from 1933 to 1943 by word and action, maintained during the Second World War largely as a result of British concern for continuance of Argentine beef exports, codified in the Charter of the Organization of American States in 1948, and reasserted by Truman and Acheson in 1950–51, it was covertly repudiated in Guatemala in 1954 by Eisenhower and the Dulles brothers, and not so secretly by Kennedy in the disastrous Bay of Pigs invasion of 1961. Openly shattered in the Dominican Republic by Johnson in 1965, it has since been completely abandoned in favor of the usual relationships between large and small powers. Working with documents from the Public Records Office in London and the National Archives, with recently released materials from the U.S. Department of State, and with secondary sources, Bryce Wood describes the temptations laid before the leaders of one powerful state by its occasionally recalcitrant neighbors, and the ways of reacting that were found. Having told half the story in his The Making of the Good Neighbor Policy, Wood now concludes it in the present volume. One of the chief casualties is shown to be the Organization of American States, which since 1954 has found itself badly crippled in its work to promote harmony and continued cooperation among the member states.

At thirteen, George Miksch Sutton planned a school of ornithology centered around his collection of bird skins, feathers, bones, nests, eggs, and a prized stuffed crow. As an adult, he became one of the most prominent ornithologists and bird artists of the twentieth century. He describes his metamorphosis from amateur to professional in Bird Student.Born in 1898, Sutton gives us his clearest memories of his boyhood in Nebraska, Minnesota, Oregon, Illinois, Texas, and West Virginia with his closely knit family. Recognizing birds, identifying them correctly, drawing them, and writing about them became more and more important to him. His intense admiration for Louis Agassiz Fuertes had a good deal to do with his beginning to draw birds in earnest, and his correspondence and his 1916 summer visit with the generous Fuertes taught him to look at birds with the eyes of a professional artist and to consider the possibility of making ornithology his career.By 1918, Sutton had talked himself into a job at the Carnegie Museum of Natural History in Pittsburgh, which gave him fresh opportunities to learn and travel, and his 1920 field trip to the Labrador Peninsula stimulated his lifelong interest in arctic birds. Further expeditions to James Bay, the east coast of Hudson Bay—on leave from his job as state ornithologist of Pennsylvania—and Southampton Island at the north end of Hudson Bay, in search of the elusive blue goose and its nesting grounds, give us glimpses of field methods before the days of sophisticated equipment. Sutton ends his autobiography in 1935, with an account of his graduate days at Cornell University and his position as curator of the Fuertes Memorial Collection of Birds.Bird Student is about raising young roadrunners and owls and prairie dogs, sailing (and being stranded) in arctic waters, preparing specimens in the hold of a ship, hunting birds and caribou and bears in almost inaccessible regions, canoeing in the Far North, camping in Florida, and delivering speeches in Pennsylvania. Sutton's gift for mixing facts and philosophy lets us see the evolution of a naturalist, as his inherent curiosity and innocent enjoyment of beauty led to a permanent desire to preserve this beauty.

The 1940s offered ever-increasing outlets for writers in book publishing, magazines, radio, film, and the nascent television industry, but the standard rights arrangements often prevented writers from collecting a fair share of the profits made from their work. To remedy this situation, novelist and screenwriter James M. Cain (The Postman Always Rings Twice,Double Indemnity, Mildred Pierce) proposed that all professional writers, including novelists, playwrights, poets, and screenwriters, should organize into a single cartel that would secure a fairer return on their work from publishers and producers. This organization, conceived and rejected within one turbulent year (1946), was the American Authors' Authority (AAA).In this groundbreaking work, Richard Fine traces the history of the AAA within the cultural context of the 1940s. Known as weavers and merchants since pre-Inca times, Otavalos today live and work in over thirty countries on six continents, while hosting more than 145,000 tourists annually at their Saturday market.In this ethnography of the globalization process, Lynn A. Meisch looks at how participation in the global economy has affected Otavalo identity and culture since the 1970s. When Thelma and Louise outfought the men who had tormented them, women across America discovered what male fans of action movies have long known—the empowering rush of movie violence. Yet the duo's escapades also provoked censure across a wide range of viewers, from conservatives who felt threatened by the up-ending of women's traditional roles to feminists who saw the pair's use of male-style violence as yet another instance of women's co-option by the patriarchy. In the first book-length study of violent women in movies, Reel Knockouts makes feminist sense of violent women in films from Hollywood to Hong Kong, from top-grossing to direct-to-video, and from cop-action movies to X-rated skin flicks. Contributors from a variety of disciplines analyze violent women's respective places in the history of cinema, in the lives of viewers, and in the feminist response to male violence against women. The essays in part one, "Genre Films," turn to film cycles in which violent women have routinely appeared. This book is one of the first comprehensive studies of Islam as locally understood in the Middle East. Specifically, it is concerned with the prevalent North African belief that certain men, called marabouts, have a special relation to God that enables them to serve as intermediaries and to influence the well-being of their clients and kin. Dale F. Eickelman examines the Moroccan pilgrimage center of Boujad and unpublished Moroccan and French archival materials related to it to show how popular Islam has been modified by its adherents to accommodate new social and economic realities. In the course of his analysis he demonstrates the necessary interrelationship between social history and the anthropological study of symbolism. Eickelman begins with an outline of the early development of Islam in Morocco, emphasizing the "maraboutic crisis" of the fourteenth through sixteenth centuries. He also examines the history and social characteristics of the Sherqawi religious lodge, on which the study focuses, in preprotectorate Morocco. In the central portion of the book, he analyzes the economic activities and social institutions of Boujad and its rural hinterland, as well as some basic assumptions the townspeople and tribesmen make about the social order. Finally, there is an intensive discussion of maraboutism as a phenomenon and the changing local character of Islam in Morocco. In focusing on the "folk" level of Islam, rather than on "high culture" tradition, the author has made possible a more general interpretation of Moroccan society that is in contrast with earlier accounts that postulated a marked discontinuity between tribe and town, past and present.

Unemployment levels have received a great deal of attention and discussion in recent years. However, another labor category—underemployment—has virtually been ignored. Underutilized or underemployed workers are those who are experiencing inadequate hours of work, insufficient levels of income, and mismatch of occupation and skills. Marginal Workers, Marginal Jobs addresses two principal issues: how can we measure underemployment, and how can we explain its prevalence? To answer the first question, Teresa Sullivan examines yardsticks in use, demonstrates their inadequacy, and develops a different measure that is easy to interpret and is usable by both demographers and economists. In answering the second, she analyzes 1960 and 1970 census data to determine the relative effects of population composition and job structure on levels of employment. One of the important contributions of Sullivan's study is to distinguish between marginal workers and marginal jobs in explaining underutilization. Previous explanations, including the widely used dual market theory, have not stressed this analytic distinction. In addition, her work accounts separately for the various types of marginality and seeks to show the condition of workers who are marginal on more than one count—for example, those who are both young and black, or old and female. A provocative study based on large samples of the U.S. population, this book raises important questions about a critical subject and makes a significant contribution to the theory of underutilization.

Shunned by settlers for decades because of its popular but forbidding image as a desert filled with desperados, savage Indians, and solitary ranchers, the region was seen as an agricultural and cultural wasteland. The territory, consequently, was among the last to be settled in the United States. But from 1890 to 1917, land companies and agents competed to attract new settlers to the plains. To this end, the combined efforts of local residents, ranchers and landowners, railroads, and professional real estate agents were utilized. Through brochures, lectures, articles, letters, fairs, and excursion trips, midwestern farmers were encouraged to find new homes on what was once feared as the “Great American Desert.” And successful indeed were these efforts: from 13,787 in 1890, the population grew to 193,371 in 1920, with a corresponding increase in the amount of farms and farm acreage. The book looks at the imagination, enthusiasm, and determination of land promoters as they approached their task, including their special advertisements and displays to show the potential of the area. Treating the important roles of the cattlemen, the railroads, the professional land companies, and local boosters, Land of Bright Promise also focuses on the intentions and expectations of the settlers themselves. Of special interest are the fifteen historical photographs and reproductions of promotional pieces from the era used to spur the land boom. What emerges is an engaging look at a critical period in the development of the Texas Panhandle and an overview of the shift from cattle to agriculture as the primary industry in the area.

He became the protégé of an extraordinary man, William Ray; he was foreman, friend, and confidant of banker-rancher Wilse Richards, a member of the Cowboy Hall of Fame. But even during his days in North Dakota he never lost touch with Charles Goodnight, a lifelong friend, and his portrayal of Goodnight provides much insight into the character of the man whose name belongs to the West. In this book you experience the terror of being lost in the dead-white expanse of a North Dakota snowstorm; the gaiety of cowboy dances, for which there were never enough women available; the excitement of a near-riot in a Hebron, North Dakota, saloon, where cowboys from the 75 Ranch drank up or poured out all the liquor, then smashed all the glasses and bottles—one day before the state became bone-dry; and the loneliness of work on the range, where a flickering lantern on the side of a chuck wagon on a stormy night meant home for many a cowboy. In an era of increasing interdependence among nations, the foreign policies of poor countries are becoming a subject of critical interest to scholars and the public alike. Neil R. Richardson adopts a political economy perspective to examine the foreign policy repercussions of international economic dependence. Are dependent countries compliant in their foreign policies, acquiescing to the preferences of the industrial giants on which they rely for foreign trade, investment, and aid revenues? Or are they instead prepared to defy their dominant economic partners? These are the major concerns of Richardson’s rigorous investigation. The book begins with a characterization of economic dependence and its possible impact on the foreign policy decisions of dependent governments. Ideas from both “interdependence” and dependencia scholarship are extracted in order to explain the reliance of poor countries on their rich partners. These economics are linked to the foreign policies of poorer countries by considering how the mechanisms of dependence may create pressures on foreign policymakers. Several combinations of pressures are plausible, and each set yields a differing expectation about their foreign policies. Richardson analyzes the foreign policy behavior (as reflected in certain votes in the United Nations General Assembly) of a number of poor countries that are economically dependent on the United States to varying degrees. The results suggest several surprising conclusions. Contrary to one common assumption, these mostly Latin American and Caribbean countries are not necessarily locked into a condition of perpetual dependence. Richardson finds that the foreign policies of the economic dependencies are not easily manipulated by the United States. Not only do annual changes in their external economic reliance fail to correspond to their U.N. voting behavior, but the dependencies as a group are no longer clear voting allies of the United States after the late 1960s. These and other results bear theoretical and policy implications that conclude the book. The mauve life and times of Edmund Gosse glow warmly in these letters, delightful to even the most casual reader, engrossing to one with an interest in the distinguished correspondents or in the late-Victorian and Edwardian eras. An obscure figure today to all but literary connoisseurs, Gosse was, in his day, a near giant in both England and the United States. Max Beerbohm, that discriminating man, in a mural of prominent figures who were also his friends, sketched Edmund Gosse large among George Bernard Shaw, John Masefield, G. K. Chesterton, John Galsworthy, and Lytton Strachey. This volume consists primarily of a selection of the letters exchanged between Gosse and a number of American writers, notably William Dean Howells, Edmund Clarence Stedman, Oliver Wendell Holmes, Richard Watson Gilder, Edith Wharton, and Henry James. The letters, most of them previously unpublished, contain much of biographical and general historical interest, but the main theme of the book is the exploration of Anglo-American literary relations during the last quarter of the nineteenth century and the early years of the twentieth. The letters that passed between Gosse and Stedman provide valuable evidence for the study of literary taste on the two sides of the Atlantic and also show how each man sought to enhance the other's transatlantic reputation; the correspondence between Gosse and Gilder, particularly during the period when Gosse was London editor of Gilder's Century magazine, is especially revealing of cultural attitudes and antagonisms. A central thread is provided by the warm and long-sustained friendship between Gosse and Howells, the leading American man of letters of his day. The long introduction to the book deals with such topics as Gosse's American reputation, his immensely successful visit to the United States in the winter of 1884–1885 (based on the manuscript diary that Gosse kept during the visit), and his American friendships, with particular attention to the relationship with Howells. The thoroughness and vitality of the annotation are extremely effective in familiarizing the reader with the people and events in the book.

In her investigation of the social history of the common British soldier in the era of the American Revolution, Sylvia Frey has extensively surveyed recruiting records, contemporary training manuals, statutes, and memoirs in an attempt to provide insight into the soldier's "life and mind." In the process she has discovered more about the common soldier than anyone thought possible: his social origins and occupational background, his size, age, and general physical condition, his personal economics and daily existence. Her findings dispel the traditional assumption that the army was made up largely of criminals and social misfits. Special attention is given to soldiering as an occupation. Focusing on two of the major campaigns of the war—the Northern Campaign which culminated at Saratoga and the Southern Campaign which ended at Yorktown—Frey describes the human face of war, with particular emphasis on the physical and psychic strains of campaigning in the eighteenth century. Perhaps the most important part of the work is the analysis of the moral and material factors which induced men to accept the high risks of soldiering. Frey rejects the traditional assumption that soldiers were motivated to fight exclusively by fear and force and argues instead that the primary motivation to battle was generated by regimental esprit, which in the eighteenth century substituted for patriotism. After analyzing the sources of esprit, she concludes that it was the sustaining force for morale in a long and discouraging war. This book is a contribution to our understanding of the eighteenth century and should appeal not only to military historians but also to social and economic historians and to those interested in the history of medicine.

Symbol and psyche are twin concepts in contemporary symbological studies, where the symbol is considered to be a "statement" by the psyche. The psyche is a manifold of conscious and unconscious contents, and the symbol is their mediator. Because Lorca's dramatic characters are psychic entities made up of both conscious and unconscious elements, they unfold, grow, and meet their fate in a dense realm of shifting symbols. In Psyche and Symbol in the Theater of Federico García Lorca, Rupert Allen analyzes symbologically three dramatic works of Lorca. He has found Perlimplín to be a good deal more complex in both psyche and symbol than it has been admitted to be. Yerma involves psychological complications that have not been considered in the light of modern critical analysis, and the symbolic reaches ofBlood Wedding have until this book remained largely unexplored. Lorca was no stranger to the "agony of creation," and this struggle sometimes appears symbolically in the form of his dramatic characters. Both Yerma and Blood Wedding reflect specific problems underlying the creative act, for they are "translations" into the realm of sexuality of the creative turmoil experienced by Lorca the poet. Perlimplín portrays the paradoxical suicide as a self-murder born out of the futile attempt to create not a poem, but a self. Previous criticism of these three plays has been dominated by critical assumptions that are transcended by Lorca's own twentieth-century mentality. Allen's analysis provides a new view of Lorca as a dramatist and presents new material to students of symbology.

In this study, an eminent sociologist of the Arab world analyzes student politics in Lebanon and their relationship to the civil war. Lebanon in Strife is a comparative study of Lebanese youth with special emphasis on their alienation from society and politics and their place at the vanguard of social change. The study is set in the context of the continual confrontation between forces for change and the established order in Lebanon, viewed from both a local and an international perspective. The author argues that vertical loyalties (based on religious, ethnic, or regional ties) are more significant than horizontal loyalties (based on socioeconomic class) in determining Lebanese student political behavior and attitudes. However, vertical loyalties are explained in socioeconomic terms, for the two forms of cleavages coincide; and the whole society is composed of religious communities arranged in a hierarchy of power and status. The author shows that these ties conflict with and undermine orderly social change and national unity and that they could account for conditions that have led to civil war in Lebanon. In an epilogue, Professor Barakat relates his analysis of student politics to political developments in Lebanon during the civil war of 1975–1976, including an assessment of the role of Syria and the prospects for a negotiated end to armed struggle in the country. This is the first empirical study of Lebanese political life viewed from the standpoint of its central force for change, the students. It is an invaluable resource for students of the modem Middle East as well as for specialists in sociology, politics, and history. Climate change is today’s news, but it isn’t a new phenomenon. Centuries-long cycles of heating and cooling are well documented for Europe and the North Atlantic. These variations in climate, including the Medieval Warm Period (MWP), AD 900 to 1300, and the early centuries of the Little Ice Age (LIA), AD 1300 to 1600, had a substantial impact on the cultural history of Europe. In this pathfinding volume, William C. Foster marshals extensive evidence that the heating and cooling of the MWP and LIA also occurred in North America and significantly affected the cultural history of Native peoples of the American Southwest, Southern Plains, and Southeast.Correlating climate change data with studies of archaeological sites across the Southwest, Southern Plains, and Southeast, Foster presents the first comprehensive overview of how Native American societies responded to climate variations over seven centuries. He describes how, as in Europe, the MWP ushered in a cultural renaissance, during which population levels surged and Native peoples substantially intensified agriculture, constructed monumental architecture, and produced sophisticated works of art. Foster follows the rise of three dominant cultural centers—Chaco Canyon in New Mexico, Cahokia on the middle Mississippi River, and Casas Grandes in northwestern Chihuahua, Mexico—that reached population levels comparable to those of London and Paris. Then he shows how the LIA reversed the gains of the MWP as population levels and agricultural production sharply declined; Chaco Canyon, Cahokia, and Casas Grandes collapsed; and dozens of smaller villages also collapsed or became fortresses.
