But in recent years—with the sudden disappearance of the Soviet Union, growing power of the United States, and increasing prominence of international institutions—many scholars have argued that balance of power theory is losing its relevance. This book examines the current position and future of balance of power dynamics in international politics. In this book, prominent scholars pay special attention to the theoretical and historical criticisms of balance of power theory while empirically assessing its validity at both global and regional levels. The volume also looks at systemic factors favoring or hindering a return to balance of power politics. It evaluates the challenges posed by subnational actors, such as terrorist groups, and weapons of mass destruction to international order. Written rules in formal organizations are distinctive elements of organizational history; they shape organizational change and are in turn shaped by it. These rules are created, revised, and eliminated in ways that leave historical traces, and they have a visibility and durability that elude non-written rules. They thus provide rich data for an empirical probe into the dynamics of organizational history. This study uses qualitative and quantitative data from the history of a specific organization, Stanford University, to develop speculations about the ways in which written rules change. It contributes both to a theory of rules and to theories of organizational decision-making, change, and learning. Organizations respond to problems and react to internal or external pressures by focusing attention on existing and potential rules. The creation, modification, or elimination of a rule, then, is a response to events in the outside environment (such as new government regulations) or to events within the organization (such as alterations in internal government structures). The authors elaborate a simple set of ideas about written rules and their dynamics, emphasizing the interplay among periodic major shocks to the system from outside, experiences with individual rules as they age and are revised, and the spread of effects through an interconnected set of rules. It is a story in which changes introduced in one part of a rule system create adjustments in other parts, including the same rule later in time, as the consequences of the changes are experienced and as rule-making attention is mobilized, satiated, and redirected. These processes involve the full panoply of political negotiation, symbolic competition, discussion, and problem solving that are typical of organizational decision making.

The four short works collected in this book were among the earliest plays to be authored collaboratively by W. B. Yeats and Lady Gregory. Written in the pivotal years during which the "Irish Literary Theatre" experiment of 1899–1901 began to evolve into what would become the Abbey Theatre, they show both writers engaging with questions central to the early Irish dramatic movement: How should "Irishness" be represented on the stage? To what extent should artists engage directly with Nationalist politics? And what role might literature play in the creation of a new Ireland? The manuscripts presented here chart the evolution of two plays published over Yeats's name: "Cathleen ni Houlihan"—the pair's most successful collaboration, and the work that confirmed Yeats's credentials as a Nationalist writer—and the "peasant" farce "The Pot of Broth." Originally published in 1810, The Forest Minstrel represents the first full collection of songs by Hogg. The items contained include some of his first compositions as a shepherd in Ettrick, while others originate from early contact with the literary culture of Edinburgh. The Greeks and Romans in the Black Sea presents the Proceedings of the Sixth International Congress on Black Sea Antiquities, dedicated to the 90th birthday of Prof. Sir John Boardman, President of the Congress since its inception. It was held in Constanţa in September 2017 with the same theme as the first of these congresses, which took place just down the coast in Varna 20 years earlier (‘the Greeks and Romans in the Black Sea and the importance of the Pontic region for the Graeco-Roman world between the 7th century BC and 5th century AD’), celebrating the work of successive congresses in bringing together scholars and scholarship from Eastern and Western Europe and the extensive progress of ‘Black Sea Studies’ in the intervening years. Overall, 85 papers were received for publication from authors in Western and Eastern Europe—there is also a full set of the abstracts submitted to the Congress in Appendix 2. As with previous congresses, the work is divided into sections, the largest of which, the fourth, is, following a pattern established with the first congress, devoted to New Excavations and Projects. The Roman book of days.Ovid (Publius Ovidius Naso, 43 BC–AD 17), born at Sulmo, studied rhetoric and law at Rome. Later he did considerable public service there, and otherwise devoted himself to poetry and to society. Famous at first, he offended the emperor Augustus by his Ars amatoria, and was banished because of this work and some other reason unknown to us, and dwelt in the cold and primitive town of Tomis on the Black Sea. He continued writing poetry, a kindly man, leading a temperate life. He died in exile. Ovid’s main surviving works are the Metamorphoses, a source of inspiration to artists and poets including Chaucer and Shakespeare; the Fasti, a poetic treatment of the Roman year of which Ovid finished only half; the Amores, love poems; the Ars amatoria, not moral but clever and in parts beautiful; Heroides, fictitious love letters by legendary women to absent husbands; and the dismal works written in exile: the Tristia, appeals to persons including his wife and also the emperor; and similar Epistulae ex Ponto. Poetry came naturally to Ovid, who at his best is lively, graphic and lucid. The Loeb Classical Library edition of Ovid is in six volumes.
