We propose a sixth edition of our textbook that, since it was first published in 1987, has influenced two generations of IR scholars and practitioners. After four decades of teaching, we have learned to communicate difficult or complex ideas, concepts, and theories succinctly, and without watering down their content. Addressing the complexities of IR theory in particular, our book is written in plain language readily understood by both graduate and undergraduate audiences, as well as English-speaking and English-as-second-language (ESL) international students. Over the years, IR doctoral students—many of whom are now professors or serve in policy-related positions, have approached us at conferences to confide that they found our book helpful in preparing for their doctoral exams. We do not present “laundry lists” of IR theories one finds in other books. By contrast, we employ a framework or taxonomy of alternative images—or world views—that underlie present-day IR theory (i.e., realism, liberalism, economic structuralism, and the English School). Driven by one or another of these images, theorists also wear different interpretive lenses that profoundly influence their theorizing (positivism, feminism and those related to phenomenological understandings—post-modernism, critical theory, and constructivism). Both images and interpretive lenses have their place in our IR theory framework. Classical liberalism entails not only a theory about the scope of government and its relationship with the market but also a distinct view about how government should operate within its proper domain of public choices in non-market settings. Building on the political economy principles underpinning the works of diverse authors such as Friedrich Hayek, James Buchanan and Vincent and Elinor Ostrom, this book challenges the technocratic-epistocratic perspective in which social goals are defined by an aggregated social function and experts simply provide the means to attain them. The authors argue that individualism, freedom of choice, and freedom of association have deep implications on how we design, manage and assess our public governance arrangements. The book examines the knowledge and incentive problems associated with bureaucratic public administration while contrasting it with democratic governance. Aligica, Boettke, and Tarko argue that the focus should be on the diversity of opinions in any society regarding "what should be done" and on the design of democratic and polycentric institutions capable of limiting social conflicts and satisfying the preferences of as many people as possible. The three main levels of analysis in international relations have been the systemic, the national, and the individual. A fourth level that falls between the systemic and the national is the region. It is woefully underdeveloped in comparison to the attention afforded the other three. Yet regions tend to be distinctive theaters for international politics. Otherwise, we would not recognize that Middle Eastern interstate politics somehow does not resemble Latin American interstate politics or interstate politics in Southern Africa (although once the Middle East and Southern Africa may have seemed more similar in their mutual fixation with opposition to domestic policies in Israel and South Africa, respectively). This book, divided into three parts, first makes a case for studying regional politics even though it must also be appreciated that regional boundaries are also hazy and not always easy to pin down empirically. The second part examines power distributions within regions as an important entry point to studying regional similarities and differences. Two emphases are stressed. One is that regional power assessments need to be conditioned by controlling for weak states which are more common in some regions than they are in others. The other emphasis is on regional power hierarchies. Some regions have strong regional hierarchies while others do not. Regions with strong hierarchies operate much differently from those without them in the sense that the former are more pacific than the latter. The third part of the book focuses on regional differences in terms of conflict behavior, order preferences, rivalries, and rivalry termination.

Although decentralization and reactions against it have become increasingly important policy trends in developing countries, the study of this nearly ubiquitous phenomenon has been largely fractured across academic disciplines, geographic regions, and the academic-practitioner divide. The role of the Hague Convention in today's world revisited. Significant attention today focusses on heritage destruction, but the key international laws prohibiting it - the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its First and Second Protocols (1954/1999) - lay out two core strands to limit the damage: the measures of respect for armed forces, and the safeguarding measures states parties should put in place in peacetime. This volume incorporates wide-ranging international perspectives from those in the academy, together with practitioner insights from the armed forces and heritage professionals, to explore the safeguarding regime. Its contributors consider such questions as whether state parties have truly taken "all possible steps", as the Convention tasks them; what we can learn from past practice, and how the Convention is implemented today; the implications of new trends in heritage law and management - such as the rise of the World Heritage Convention, and in the increasing focus on safe havens rather than refuges; whether new methods of heritage management such as Risk Assessment theory can be applied; and, in a Convention specifically focussed on state parties, what of their opponents, armed non-state actors. Based on an improbably-surviving archive of Farm Management Survey accounts, supported by oral histories from some of the farmers involved, this book explores the links between the production of new technologies, their transmission through knowledge networks, and their reception on individual farms. It contests the idea that rapid adoption of technology was inevitable, and reveals the unevenness, variability and complexity that lay beneath the smooth surface of the official statistics.
