This book explores the politics of race, censuses, and citizenship, drawing on the complex history of questions about race in the U.S. and Brazilian censuses. It reconstructs the history of racial categorization in American and Brazilian censuses from each country’s first census in the eighteenth and nineteenth centuries up through the 2000 census. It sharply challenges certain presumptions that guide scholarly and popular studies, notably that census bureaus are (or are designed to be) innocent bystanders in the arena of politics, and that racial data are innocuous demographic data. Using previously overlooked historical sources, the book demonstrates that counting by race has always been a fundamentally political process, shaping in important ways the experiences and meanings of citizenship. This counting has also helped to create and to further ideas about race itself. The author argues that far from being mere producers of racial statistics, American and Brazilian censuses have been the ultimate insiders with respect to racial politics. For most of their histories, American and Brazilian censuses were tightly controlled by state officials, social scientists, and politicians. Over the past thirty years in the United States and the past twenty years in Brazil, however, certain groups within civil society have organized and lobbied to alter the methods of racial categorization. This book analyzes both the attempt of America’s multiracial movement to have a multiracial category added to the U.S. census and the attempt by Brazil’s black movement to include racial terminology in census forms. Because of these efforts, census bureau officials in the United States and Brazil today work within political and institutional constraints unknown to their predecessors. Categorization has become as much a “bottom-up” process as a “top-down” one.

Asserting that litigation in late imperial China was a form of documentary warfare, this book offers a social analysis of the men who composed legal documents for commoners and elites alike. Litigation masters—a broad category of legal facilitators ranging from professional plaintmasters to simple but literate men to whom people turned for assistance—emerge in this study as central players in many of the most scandalous cases in eighteenth- and nineteenth-century China. These cases reveal the power of scandal to shape entire categories of law in the popular and official imaginations. The author characterizes litigation masters as entrepreneurs of power, intermediaries who typically emerge in the process of limited state expansion to provide links between local interests and the infrastructure of the state. These powermongers routinely acted in the interests of the local elite and the male lineage. But cases preserved in criminal archives also reveal a clientele surprisingly composed of the subordinate actors in legal disputes—widows fighting in-laws and other men, debtors contesting creditors, younger brothers disputing older ones, and common people charging the rich. Challenging earlier scholarship claiming that the Chinese legal system simply maintained the hegemony of elites and the patriarchal order, this study shows how the legal tools of domination were often transformed into weapons of social resistance and revenge. The book also examines the manifold ways in which legal practice, Confucian ideology, and popular entertainments like opera and storytelling coalesced into Chinese legal culture. Popular traditions in particular did not simply reflect legal culture but actively influenced it, shaping common presumptions about law that transcended differences of class and region. Exploring Chinese legal culture in the structural contexts of commercialization, changes in property transactions, and ineradicable litigation backlogs, the author explains why litigation was condemned by all classes of Chinese men and women even as all classes litigated.

The history of Fort Monmouth, New Jersey, begins in May 1917 when, as part of its wartime mobilization, the Army authorized four training camps for signal troops. One camp, located in central NJ, would eventually be known as Fort Monmouth, in honor of the soldiers of the American Revolution who fought and died at the nearby battle of Monmouth. This camp was located on the site of an old racetrack and luxury hotel, remnants of the famed Gilded Age at the Jersey Shore. Though much of the site was overgrown and infested with poison ivy, it afforded the Army significant advantages: proximity to the port of Hoboken and a train station, good stone roads, and access to water. Corporal Carl L. Whitehurst was among the first men to arrive at Camp Little Silver. He later recalled that the site appeared to be a jungle of weeds, poison ivy, briars, and underbrush. The site was excavated (1992-2014), initially as part of a Greek-American project under the direction of Metaxia Tsipopoulou and the late William Coulson. House A.2 is a two-room structure on the southwestern edge of the site. The excavation and stratigraphy, architecture, pottery, small finds, and faunal material from the building are presented.
