It explores how the Welsh established themselves as soldiers, government officials and planters in Ireland. It also discusses how the Welsh, although participating in the 'English' colonisation of Ireland, nevertheless remained a distinct community, settling together and maintaining strong kinship and social and economic networks to fellow countrymen, including in Wales. It provides a detailed picture of the Welsh settler communities and their networks, and discusses the nature of Welsh settler identity. Overall, the book demonstrates how an understanding of the role of the Welsh in the shaping of early modern Ireland can offer valuable new perspectives on the histories of both countries and on the making of early modern Britain. The central character is Dr Tudor Morris, whose ancient estate has been sold to one of the railway companies opening up the Rhondda for the purpose of extracting coal and taking it down the Valley to the docks in Cardiff. The doctor abandons his class and seeks personal salvation among the poor. Although expressly radical in its sympathy for the working class, the novel also finds a place for local tradespeople, the small shopocracy to which Davies's family (grocers in Blaenclydach near Tonypandy) belonged: they remain neutral, non-political, with their livelihoods threatened, hapless bystanders in the social upheaval of the day. Like Rhys Davies himself, they are mere observers of the strike, which is based on the Haulers' Strike of 1893 and the Cambrian Combine Lock-out, here set in December 1899, that led to the famous Tonypandy Riots of 1910. The novel's emphasis is on collective responsibility rather than personal revolt as depicted in Davies's earlier novels, though he remains wary of Socialist ideology and the mentality it breeds. Today, DISA manages the Defense Information Systems Network (DISN)—a communications network serving as the core connectivity between the various networks of the military services and defense agencies, operating around the world and across the internet with data storage systems, satellite communications, and other advanced data transport capabilities. In addition, DISA plays a critical role in providing security for a wide range of the DoD’s computer systems. This CSIS report begins with a discussion of the rapidly evolving environment in which DISA is operating in order to provide context for understanding DISA’s operations, DISA’s recent changes, and the ways in which DISA’s mission is likely to be transformed in the coming years, with a focus on areas that will require careful management by DISA and DoD leadership. It then examines contract data from DISA and related agencies to illustrate how these changes have manifested in DISA’s spending and its organizational and operational approach. It concludes with a discussion of the choices confronting policymakers who are considering decisions on DISA’s future.
