The four dramas in this volume are some of George Bernard Shaw's most interesting plays. They stretch from 1929 to 1935 and coincide with the Great Depression, the intensification of the crisis of democracy that began after the war, and the rise of totalitarianism, all of which find expression in these plays. They also signal the beginning of an important new phase in Shaw's writing, one marked especially by the development of two new Shaw genres: the political extravaganza and the political allegory. The Apple Cart (1929) marked Shaw's return to playwriting after the long hiatus that followed Saint Joan (1923). The Apple Cart is perhaps the most pointed critique of parliamentary democracy in the entire Shavian canon. Too True to Be Good (1931) is another 'political extravaganza', with the opening stage direction -- 'The patient is sleeping heavily. Near her, in the easy chair, sits a Monster' ---signaling that Shaw is advancing further into uncharted dramaturgical territory. He began writing shortly before his trip to the Soviet Union and finished the play and wrote the preface after his return. In the preface Shaw asserts that the USSR is a new Catholic church. The dark mood continues in Shaw's next play, On the Rocks (1933) which Shaw subtitled, 'a political comedy'. It is reminiscent of The Apple Cart in that it is sharply focused on British politics and set in the Cabinet Room at 10 Downing Street during the economic depression of the 1930s. Shaw started writing The Millionairess in 1934 and finished it in 1935. On the surface, it is a simple comedy, and if not for the preface we might acquiesce to Shaw's assessment that the play 'oes not pretend to be anything more than a comedy of humorous and curious contemporary characters such as Ben Jonson might write'. Yet the preface appended to the play is entirely about leadership and declaims at great length on Mussolini and Hitler.

Churchill is generally considered one of the greatest leaders of the twentieth century, if not the greatest of all, revered for his opposition to appeasement, his defiance in the face of German bombing of England, his political prowess, his deft aphorisms, and his memorable speeches. Before 1939 he doubted the efficacy of tank and submarine warfare, opposed the bombing of cities only to reverse his position, shamelessly exploited the researchers and ghostwriters who wrote much of the journalism and the books published so lucratively under his name, and had an inordinate fondness for alcohol that once found him drinking whisky before breakfast. When he was appointed to the cabinet for the first time in 1908, a perceptive journalist called him “the most interesting problem of personal speculation in English politics.” More than a hundred years later, he remains a source of adulation, as well as misunderstanding. This revelatory new book takes on Churchill in his entirety, separating the man from the myth that he so carefully cultivated, and scrutinizing his legacy on both sides of the Atlantic. Secrecy and the Media is the first book to examine the development of the D-Notice system, which regulates the UK media's publication of British national security secrets. It is based on official documents, many of which have not previously been available to a general audience, as well as on media sources.From Victorian times, British governments have consistently seen the need, in the public interest, to prevent the media publishing secret information which would endanger national security. The UK media have meanwhile continuously resisted official attempts to impose any form of censorship, arguing that a free press is in the public interest. In February 1900 a group of men representing trade unionists, socialists, Fabians and Marxists gathered in London to make another attempt at establishing an organisation capable of getting working-class men elected to Parliament. The body they set up was the Labour Representation Committee; six years later when 29 of its candidates were elected to the House of Commons it changed its name to the Labour Party. No women took part in that first meeting, but several watched from the public gallery. Amongst them was Isabella Ford, an active socialist and trade unionist who would have been familiar to most of the men assembled below. She had been asked by her friend, Millicent Fawcett, to attend and report back on what happened. Millicent was the President of the National Union of Women’s Suffrage Societies, and Isabella had been involved with the suffrage movement for a long time. A few years later she would become the first woman to speak at a Labour Party conference, moving a resolution on votes for women but, at the Party’s inception in 1900, she and every other woman in the hall was silent. Throughout Labour’s history, even in its earliest years, women were present in the room, but they were not always recorded or remembered. They came from many different backgrounds and they worked for the causes they believed in as organisers, campaigners, negotiators, polemicists, public speakers and leaders. They took on the vested interests of their time; sometimes they won. Yet the vast majority of them have been forgotten by the Labour movement that they helped to found. Even Margaret Bondfield, who became Britain’s first woman cabinet minister, often barely merits a footnote. Women made real and substantial contributions to Labour’s earliest years and had a significant impact on the Party’s ability to attract and maintain women’s votes after World War I. In addition to Margaret and Isabella, in many of the rooms in which the Labour Party found its feet, remarkable women wait to be rediscovered. This book tells their story.

A roadmap to improve corporate social responsibility The 2016 U.S. Presidential Campaign focused a good deal of attention on the role of corporations in society, from both sides of the aisle. "There is in Newcastle upon Tyne of keelmen, watermen, and other labourers, above 1800 able men, the most of them being Scottish men and Borderers which came out of the Tynedale and Reddesdale." Thus begins a report of 1638 lamenting yet another "strike", which opens this volume. For hundreds of years, the coal of the north-east of England was transported down the River Tyne by keels - shallow-drafted barges, with a large sail, and a single giant oar. The work of manning such vessels from the point at which coal reached the river, to where the crew of the keel loaded it into sea-going ships bound for the east coast, for London, and further afield, was hazardous, unpleasant, very physically demanding, yet poorly rewarded. The struggles of the keelmen to improve their lot, retain their livelihoods, and maintain themselves and their families in sickness and old age gained them a reputation as unruly, even dangerous. Yet they also demonstrated a close working solidarity years before trade unionism was established, as well as providing independent charitable support for themselves. This volume brings together much varied primary source material relating to the keelmen from many local and national archives. Letters from the city of Newcastle's local authorities to Cabinet Ministers from Robert Harley, through the duke of Newcastle, to Robert Peel, complaining of the keelmen's behaviour, and demanding government support in dealing with them, are a constant theme. But the keelmen also had their supporters, including the writer Daniel Defoe. Covering over 200 years of keelmen's activity, the volume covers strikes, riots, prosecutions (of rioting keelmen but also those who proclaimed "Bonnie" Prince Charles king of England in 1750), impressment by the Navy - keelmen were in high demand - and the efforts to establish charitable foundations for the men and their families, concluding with the decay of their "hospital" in 1852. A full introduction to the volume sets all these documents in the context of their times.

“A Free Ballot and a Fair Count” examines the efforts by the Department of Justice to implement the federal legislation passed by Congress in 1870–71 known as the Enforcement Acts. These laws were designed to enforce the voting rights guarantees for African-Americans under the recently ratified Fifteenth Amendment. The Enforcement Acts set forth a range of federally enforceable crimes aimed at combating white southerners’ attempts to deny or restrict black suffrage. There are several aspects of this work that distinguish it from other, earlier works in this area. Contrary to older interpretative studies, Goldman’s primary thesis is that, the federal government’s attempts to protect black voting rights in the South did not cease with the Supreme Court’s hostile rulings in U.S. v. Reese and U.S. v. Cruikshank in 1875. Nor, it is argued, did enforcement efforts cease at the end of Reconstruction and the so-called Compromise of 1877. Rather, federal enforcement efforts after 1877 reflected the continued commitment of Republican Party leaders, for both humanitarian and partisan reasons, to what came to be called “the free ballot and a fair count.” Another unique aspect of this book is its focus on the role of the federal Department of Justice and its officials in the South in the continued enforcement effort. Created as a cabinet-level executive department in 1870, the Justice Department proved ill-equipped to respond to the widespread legal and extra-legal resistance to black suffrage by white southern Democrats in the years during and after Reconstruction. The Department faced a variety of internal problems such as insufficient resources, poor communications, and local personnel often appointed more for their political acceptability than their prosecutorial or legal skills. By the early 1890s, when the election laws were finally repealed by Congress, enforcement efforts were sporadic at best and largely unsuccessful. The end of federal involvement, coupled with the wave of southern state constitution revisions, resulted in the disfranchisement of the vast majority of African-American voters in the South by the beginning of the Twentieth Century. It would not be until the 1960s and the “Second Reconstruction” that the federal government, and the Justice Department, would once again attempt to ensure the “free ballot and a fair count”.

Eoin MacNeill (1867-1945) was a founding figure in the Gaelic League, the Irish Volunteers, and the government of Ireland. As Professor of Early (including Mediaeval) History at University College Dublin was also one of the foremost Irish historians of his generation. As a professor, a politician, and the leader of a paramilitary organisation, MacNeill fused scholarship and activism into a complex life that both followed and led the course of Irish independence from gestation to maturation. MacNeill is arguably best known as the man who tried to stop the 1916 Rising. However, as this book shows, as a newspaper editor, a language teacher, a historian, a paramilitary leader, a parliamentarian, a convict, and a cabinet minister, he crafted both the ideas and institutions of his own time while revising scholarly understandings of the society and institutions of medieval Ireland through his teaching and writings. MacNeill was also a political theorist and even a propagandist who moulded the Irish-Ireland and Sinn Fein movements through his writings and his oratory. A supporter of the Anglo-Irish Treaty and the Free State's first minister for education, MacNeill lost his son Brian who was killed fighting on the anti-Treaty side of Ireland's Civil War. After independence, MacNeill was centrally involved in the attempt to redraw the Irish border in his role as the Free State's representative on the Irish Boundary Commission. Its collapse took MacNeill's political career down with it and he reverted to his passion for scholarship, drafted his memoirs, founded the Irish Manuscripts Commission, and delivered a landmark lecture tour in the United States. While he received adulation as a scholar in his last years, his contribution to politics and state formation was variously marginalised and maligned, a pattern that persisted in the decades after his death. This collection confronts the complexities and apparent contradictions of MacNeill's life, work, and ideas. It explores the ways in which MacNeill's activities and interests overlapped, his contribution to the Irish language and to Irish history, his evolving political outlook, and the contribution he made to the shaping of modern Ireland.

The Constitution of post-apartheid South Africa declares the Republic to be 'a sovereign, democratic state' founded on 'human dignity, the achievement of equality and the advancement of human rights and freedoms; non-racialism and non-sexism'. After centuries of white domination and decades of increasingly savage repression, freedom came to South Africa far later than elsewhere in the continent - and yet was marked by a commitment to non-racialism. Nelson Mandela's Cabinet and government were made up of women and men of all races, and many spoke of the birth of a new 'Rainbow Nation'. How did this come about? How did an African nationalist liberation movement resisting apartheid - a universally denounced violent expression of white supremacy - open its doors to other races, and whites, in particular? At what cost to itself? And what did non-racialism mean - why could whites, coloureds and Indians not join the African National Congress (ANC) until after 1990, when the ANC was unbanned, but had to remain racially discrete 'partners' - while fighting for a non-racial future? Why could members of all races join the Communist Party and the Liberal Party - but not the ANC? This book uncovers some of the stories and hidden histories that help explain our past. It focuses on a talented, brave, but tiny minority of whites - liberals, radicals, communists, Trotskyists, humanists, Christians, idealists - who rejected the growing racism of post-war South Africa and worked to breach the dividing line between black and white. From the Torch Commando, which could mobilise tens of thousands of whites at the beginning of the 1950s, to the Liberal Party and Congress of Democrats, which could boast only a few hundred members by the end of the decade, white activists fought to maintain the vision of racial equality in an increasingly divided society. Their African nationalist allies fought a harder battle within the ANC and other organisations, under growing pressure from Africanists and others, to keep alive the notion that black and white could struggle together and could live peacefully side by side. Together, black and white activists developed a theory of struggle and ways of mobilising that somehow kept alive the ideal of a non-racial South Africa. The democratic state ushered in after 1994 can be traced back directly to the work they undertook in the 1950s and after.

The Prophetic Anti-Gallic Letters Adam Thom and the Hidden Roots of The Dominion of Canada by Adam Thom was published in 1836 based on Thom's editorials in Montreal Herald written under the pseudonym "Camillus" in the previous two years. They were never reprinted, despite their importance and above all the people for whom Thom was the public voice, namely the executive committee of the powerful Constitutional Association of Montreal, that included the president George Moffatt as well as Peter McGill and John McCord. Thom was also co-author of the famous Durham Report. More than an anti-French, anti-Republican tract, The Anti-Gallic Letters, though generally ignored by historians, are crucial to understanding how British North America mutated into the Dominion of Canada in 1867. Erroneously characterized as a minor discord between the Melbourne cabinet in London and a select group of merchants, bankers and gentlemen of the Montreal Tory oligarchy, The Anti-Gallic Letters reveal the total disagreement among people of British culture and background in London or in Montreal on how power should be controlled in the colonies of Canada. Westminster, inspired by the 1832 Reform Bill, believed in a gradual and harmonious transfer of British parliamentary values and institutions to a majority group of a different culture, language and background, described as "The great body of people" by Governor Gosford in his 1835 Throne speech read in French. But the Montreal Tory Oligarchy, mobilized by fear and bravado, anticipated the worst, while still espousing the same British imperial world mission as Westminster. Seeing Montreal as the hub of British North America, they brandished the spectre of a British Empire dismembered by a French Republic arising in the St. Lawrence Valley or annexation of Upper and Lower Canada by the powerful American Republic. They thus considered themselves justified to threaten the use lethal force to make Downing Street change its course. Moreover, as François Deschamps shows, they succeeded: first in 1837 with the brutal repression of the Patriotes in Lower Canada and the Reformers in Upper Canada, second with the Durham Report and the Act of Union, and finally with the 1867 BNA Act creating the Dominion of Canada. Now reprinted, the Anti-Gallic Letters with Deschamps's fascinating presentation and notes provide a new but crucial point of view as Canada prepares to mark the 150th anniversary of the Dominion of Canada in 2017. Portugal's poor military performance in the First World War, notably in Africa, restricted Afonso Costa's (1871-1937) ability to secure his diplomatic aims which, in any case, were highly unrealistic. Nevertheless, his loyal press in Portugal described him as the leader of the small nations', and reported his every statement as a major triumph. Afonso Costa's most important intervention took place in May 1919, when he denounced the Allies' unwillingness to make Germany pay for all the damage she had caused during the conflict; this speech led to a number of newspaper interviews in which Costa restated his position. It is clear that the interventionists needed a favourable Treaty in order to demonstrate to the country that its sacrifices had been worthwhile. The final draft of the Treaty was thus a complete shock to Portuguese public opinion, and came as a major defeat to the interventionists, who saw all their hopes for tangible gain evaporate. It effectively spelt the end of Costa's political career, although this was not yet clear. This biography of Afonso Costa considers the political implications of Portugal's participation in the First World War and of the defeat' in Paris. Reconciliation between the rival parties and between factions within parties became impossible, as did, as a result, the formation of a stable cabinet. With governments following each other in quick succession, it became increasingly difficult to carry out any of the reforms Portugal needed, and the Republic lost much of the support that remained. Nationalist opinion abandoned the regime and turned to the authoritarian models that had been pioneered by Sidonio Pais, and were now spreading throughout Europe. Politically neutral for decades, the army now intervened in politics, overthrowing the government after a failed coup in April 1925 in May 1926. The need for order in politics and on the street was paramount in the minds of the officers who plotted the downfall of the regime. This military dictatorship gave way, in the early 1930s, to Salazar's New State, and the volume concludes with a quick overview of this regime's domestic and foreign policy. Salazar, like Afonso Costa a Coimbra academic, announced Portugal's neutrality when Germany invaded Poland, in 1939, and his wartime diplomacy would be the reverse of Afonso Costa's, some twenty years earlier.
