Outfielder Johnny Callison narrowly missed being the National League MVP. Third baseman Richie Allen was Rookie of the Year. But the "Fightin’ Phils" didn’t make it to the postseason—they lost 10 straight and finished a game behind the St. Louis Cardinals. Besides engineering the greatest collapse of any team in major league baseball history, the ’64 Phillies had another, more important distinction: they were Philadelphia’s first truly integrated baseball team. In September Swoon William Kashatus tells the dramatic story—both on the field and off the field—of the Phillies’ bittersweet season of 1964.More than any other team in Philadelphia’s sports history, the ’64 Phillies saddled the city with a reputation for being a "loser." In December 2010 the U.S. Embassy in Kabul acknowledged that it was providing major funding for thirteen episodes of Eagle Four—a new Afghani television melodrama based loosely on the blockbuster U.S. series 24. According to an embassy spokesperson, Eagle Four was part of a strategy aimed at transforming public suspicion of security forces into something like awed respect. Why would a wartime government spend valuable resources on a melodrama of covert operations? The answer, according to Timothy Melley, is not simply that fiction has real political effects but that, since the Cold War, fiction has become integral to the growth of national security as a concept and a transformation of democracy. In The Covert Sphere, Melley links this cultural shift to the birth of the national security state in 1947. As the United States developed a vast infrastructure of clandestine organizations, it shielded policy from the public sphere and gave rise to a new cultural imaginary, "the covert sphere." One of the surprising consequences of state secrecy is that citizens must rely substantially on fiction to "know," or imagine, their nation’s foreign policy. The potent combination of institutional secrecy and public fascination with the secret work of the state was instrumental in fostering the culture of suspicion and uncertainty that has plagued American society ever since—and, Melley argues, that would eventually find its fullest expression in postmodernism. By 1969, a small group of academics, clergy, Brazilian exiles, and political activists had begun to educate the American public about the violent repression in Brazil and mobilize opposition to the dictatorship. By 1974, most informed political activists in the United States associated the Brazilian government with its torture chambers. In We Cannot Remain Silent, James N. Green analyzes the U.S. grassroots activities against torture in Brazil, and the ways those efforts helped to create a new discourse about human-rights violations in Latin America. Thus, she has moved from the madcap roles of Hello, Dolly! and What's Up, Doc? to the tale of a young woman at war with patriarchal religious fundamentalism (in Yentl) and the insanity hearing of a prostitute who has killed (in self-defense) and whose parents want to put her away to keep her from revealing that her step-father has preyed on her sexually. Further, Streisand has directed three of her films, rare enough for an actor but perhaps especially for a woman. An American Original, Streisand is controversial as well, as all Originals are. Mediocrities may be dull, but they never get bad reviews; Streisand has irritated many a sensibility. As she herself has said, "I'm a liberal, opinionated Jewish feminist-I push a lot of buttons." There is as well the "I'm so wonderful" vanity that has haunted some of her later work, as when she records duets with the rich and famous but isolates herself from them, letting the editing of the tapes bring them together, as if she were an ice princess who might melt upon human contact. Streisand, as her own movie producer, has also been accused of recutting the director's final version to flatter her shots over those of her colleagues. And The Mirror Has Two Faces seems designed to let Streisand direct her own Cinderella tale, not unlike the old Hollywood romances in which the secretary takes off her glasses and the boss cries, "Miss Johnson!...Clarice... Why, you're... you're beautiful!" Nevertheless, Streisand has been, in all, an invigorating artist, not only unique but extraordinary. It would be impossible to imagine what American culture would have been like without her.

Martin Luther King, Jr., is widely celebrated as an American civil rights hero. Yet King's nonviolent opposition to racism, militarism, and economic injustice had deeper roots and more radical implications than is commonly appreciated, Thomas F. Jackson argues in this searching reinterpretation of King's public ministry. Between the 1940s and the 1960s, King was influenced by and in turn reshaped the political cultures of the black freedom movement and democratic left. His vision of unfettered human rights drew on the diverse tenets of the African American social gospel, socialism, left-New Deal liberalism, Gandhian philosophy, and Popular Front internationalism. King's early leadership reached beyond southern desegregation and voting rights. As the freedom movement of the 1950s and early 1960s confronted poverty and economic reprisals, King championed trade union rights, equal job opportunities, metropolitan integration, and full employment. When the civil rights and antipoverty policies of the Johnson administration failed to deliver on the movement's goals of economic freedom for all, King demanded that the federal government guarantee jobs, income, and local power for poor people. When the Vietnam war stalled domestic liberalism, King called on the nation to abandon imperialism and become a global force for multiracial democracy and economic justice. Drawing widely on published and unpublished archival sources, Jackson explains the contexts and meanings of King's increasingly open call for "a radical redistribution of political and economic power" in American cities, the nation, and the world. The mid-1960s ghetto uprisings were in fact revolts against unemployment, powerlessness, police violence, and institutionalized racism, King argued. His final dream, a Poor People's March on Washington, aimed to mobilize Americans across racial and class lines to reverse a national cycle of urban conflict, political backlash, and policy retrenchment. In this thought-provoking study, Michael Flamm examines how conservatives successfully blamed liberals for the rapid rise in street crime and then skillfully used law and order to link the understandable fears of white voters to growing unease about changing moral values, the civil rights movement, urban disorder, and antiwar protests. Flamm documents how conservatives constructed a persuasive message that argued that the civil rights movement had contributed to racial unrest and the Great Society had rewarded rather than punished the perpetrators of violence. The president should, conservatives also contended, promote respect for law and order and contempt for those who violated it, regardless of cause. Liberals, Flamm argues, were by contrast unable to craft a compelling message for anxious voters. Instead, liberals either ignored the crime crisis, claimed that law and order was a racist ruse, or maintained that social programs would solve the "root causes" of civil disorder, which by 1968 seemed increasingly unlikely and contributed to a loss of faith in the ability of the government to do what it was above all sworn to do-protect personal security and private property.

Since at least the Middle Ages, the laws of war have distinguished between combatants and civilians under an injunction now formally known as the principle of distinction. The principle of distinction is invoked in contemporary conflicts as if there were an unmistakable and sure distinction to be made between combatant and civilian. As is so brutally evident in armed conflicts, it is precisely the distinction between civilian and combatant, upon which the protection of civilians is founded, cannot be taken as self-evident or stable. Helen M. Kinsella documents that the history of international humanitarian law itself admits the difficulty of such a distinction. In The Image before the Weapon, Kinsella explores the evolution of the concept of the civilian and how it has been applied in warfare. A series of discourses—including gender, innocence, and civilization—have shaped the legal, military, and historical understandings of the civilian and she documents how these discourses converge at particular junctures to demarcate the difference between civilian and combatant. Engaging with works on the law of war from the earliest thinkers in the Western tradition, including St. Thomas Aquinas and Christine de Pisan, to contemporary figures such as James Turner Johnson and Michael Walzer, Kinsella identifies the foundational ambiguities and inconsistencies in the principle of distinction, as well as the significant role played by Christian concepts of mercy and charity. The American Mayor offers a unique ranking of the nation's big-city mayors by expert scholars. Although the mayoralty is one of the most important political executive offices, it has escaped the kind of evaluations by which scholars have ranked American presidents. Now, thanks to Melvin Holli, we have a comparable survey of the "best" and "worst" mayors, covering some 730 mayors from the big-fifteen cities, from the beginning of the modern office in 1820 to the 1990s. The poll of historians, biographers, and social scientists produced a remarkably strong consensus. Who were our best mayors? The list ranges from Boston's "Great Mayor" Josiah Quincy (1823–1828) to New York City's Fiorello La Guardia (1934–1945), who is first on the all-time-best list. La Guardia, a stouthearted fireplug of a man, built modern New York, fought Murder Incorporated, read the comics to children over the air during a newspaper strike, and was a symbol of ethnic probity and honesty.
