Generally speaking and with the exception of the English landlords, the verdict has been always negative. Furthermore, historians have usually viewed the Ancien régime aristocracies and colonial elites as social groups with entirely irrational or completely apathetic attitudes towards the management of their estates. It takes a directly comparative approach, covering countries from Peru to Russia and from Naples to England in the early modern period and up to the end of the 18th century. The rationale of how these elites administered their patrimonies, its political, social and sometime moral dimensions, and the real effects of all this on economic development are considered here as key aspects for a better understanding of economic life. The bad, on the other hand, were sometimes nothing less than monsters, exhibiting varying degrees of corruption, cruelty, depravity and insanity. It is a sobering thought that these ogres were responsible for governing the greatest civilization in the world, simultaneously terrorizing, brutalizing and massacring. Tiberius, Caligula, Nero, Domitian, Commodus, Caracella, Elagabalus, Septimius Severus, Diocletian, Maximinus Thrax, Justinian and Theodora all had more bad days than good; they are all covered in this book. Their exploits have, of course, been well documented since classical times but much of the coverage can only be called gratuitous, sensationalist or tabloid. This book is different because it is based on primary sources and evidence - and attempts to balance out the shocking with any mitigating aspects in each of their lives. Many of our monsters have some redeeming factors and it is important that these are exposed if a true record of their lives is to be conveyed. Foregrounds the working black body as both a category of analysis and lived experience “How does it feel to be a problem?” asked W.E.B. DuBois in The Souls of Black Folk. For many thinkers across the color line, the “Negro problem” was inextricably linked to the concurrent “labor problem,” occasioning debates regarding blacks’ role in the nation’s industrial past, present and future. With blacks freed from the seemingly protective embrace of slavery, many felt that the ostensibly primitive Negro was doomed to expire in the face of unbridled industrial progress. Yet efforts to address the so-called “Negro problem” invariably led to questions regarding the relationship between race, industry and labor writ large. In consequence, a collection of thinkers across the natural and social sciences developed a new culture of racial management, linking race and labor to color and the body. Evolutionary theory and industrial management combined to identify certain peoples with certain forms of work and reconfigured the story of races into one of development and decline, efficiency and inefficiency, and the thin line between civilization and savagery.
