Roomscape explores a specific site - the Reading Room of the British Museum - as a space of imaginative potential in relation to the emergence of modern women writers in Victorian and early 20th-century London. Drawing on archival materials, Roomscape is the first study to integrate documentary, historical, and literary sources to examine the significance of this space and its resources for women who wrote translations, poetry, and fiction. This book challenges an assessment of the Reading Room of the British Museum as a bastion of class and gender privilege, an image established by Virginia Woolf's A Room of One's Own. The overthrow of Spanish rule and the birth of new republican governments in northern South America at the beginning of the nineteenth century were in large part the work of one man—Simón Bolívar. Bolívar was not only the soldier who built a patriot army from a small band of exiles and led them victoriously across Venezuela and down the spine of the Andes as far as Potosí; he was also the statesman who framed the new republics that sprang to life after the defeat of the Spanish and who called the Congress of Panama in hopes of making real his dream of uniting all the South American republics in a single confederation. He was truly the Liberator. The Narración, or narrative, of the Memorias of Daniel Florencio O’Leary has long been recognized by Spanish American scholars as one of the most important historical sources for a major part of Bolívar’s life. O’Leary took an active part in the wars for independence, first as a young officer, recruited in the British Isles to aid the patriot cause, and later as Bolívar’s chief aide, often entrusted with diplomatic missions. His firsthand knowledge of the stirring events of the period, his access to relevant documents, and his close association with the major figures in the struggle, as well as his friendship with Bolívar, made O’Leary a particularly valuable chronicler and biographer. Bolívar himself, shortly before his death, requested that O’Leary write the story of his life. O’Leary’s meticulous attention to military and diplomatic maneuvers and his keen, sometimes acrid, comments on both men and events give the reader not only a vivid portrait of Bolívar—the man and his achievements—but also a remarkable insight into O’Leary’s own position as an autocratic-minded participant in the wars for independence. Following periods of mass atrocity and oppression, states are faced with a question of critical importance in the transition to democracy: how to offer redress to victims of the old regime without perpetuating cycles of revenge. Traditionally, balance has been restored through arrests, trials, and punishment, but in the last three decades, more than twenty countries have opted to have a truth commission investigate the crimes of the prior regime and publish a report about the investigation, often incorporating accounts from victims. Although many praise the work of truth commissions for empowering and healing through words rather than violence, some condemn the practice as a poor substitute for traditional justice, achieved through trials and punishment. There has been until now little analysis of the unarticulated claim that underlies the truth commissions' very existence: that language—in this case narrative stories—can substitute for violence. Acknowledging revenge as a real and deep human need, Shattered Voices explores the benefits and problems inherent when a fragile country seeks to heal its victims without risking its own future. In developing a theory about the role of language in retribution, Teresa Godwin Phelps takes an interdisciplinary approach, delving into sources from Greek tragedy to Hamlet, from Kant to contemporary theories about retribution, from the Babylonian law codes to the South African Truth and Reconciliation Report. She argues that, given the historical and psychological evidence about revenge, starting afresh by drawing a bright line between past crimes and a new government is both unrealistic and unwise. When grievous harm happens, a rebalancing is bound to occur, whether it is orderly and lawful or disorderly and unlawful. With its futuristic and unmistakable design, the Lockheed F-117A Nighthawk, the so-called 'Stealth Fighter', was the wonder of the age. Virtually undetectable by radar, this ground-attack aircraft could slip unseen through enemy defences to deliver its deadly payload on unsuspecting targets. Its effectiveness had been well demonstrated during the Gulf War of 1991, during which the F-117A achieved almost legendary status. But, at 20.42 hours on 27 March 1999, the military and aviation worlds were stunned when the impossible happened - a virtually obsolete Soviet-built surface-to-air missile system which had first been developed more than thirty years earlier, detected and shot down an F-117A, callsign 'Vega 31'. This incident took place during the NATO bombing of Yugoslavia during the Kosovo War. It was, and remains, at least officially, the only time that a stealth aircraft was detected and shot down by a ground-based missile system. In this book the authors, both of whom served in the Kosovo War, take the reader through every moment of that astounding event, from both the perspective of Lieutenant Colonel Dani's 3rd Battalion, 250th Air Defence Missile Brigade, a Yugolsav Army unit, and that of the pilot of the F-117A, Lieutenant Colonel Darrell Patrick Zelko, who ejected and survived the loss of his aircraft. The reader is placed in the cabin of the missile fire control centre and alongside 'Dale' Zelko in the cockpit of his stealth fighter as each second dramatically unfolds. Stealth characteristics are now regarded as a standard part of modern military aircraft design but with each generation of aircraft becoming increasingly, almost cripplingly, expensive to produce and operate compared with the simpler surface-to-air defence systems, the outcome of the battle between missile and stealth hangs in the balance. That this is the case might be seen in the strange fact that it is claimed that two other F-117As did not return to the U.S. at the end of the Kosovo War, though, mysteriously, their fate has never been revealed. Were they too victims of Yugoslav missiles? Though intended for the general reader, _Shooting Down the Stealth Fighter_ covers the technical details of the weapons involved and their deployment - and the authors should know, as one of them, Djordje Anicic, was a member of the Yugoslav team which brought down Zelko's aircraft.

The guiding principle of peacemaking and peacebuilding over the past quarter century has been "liberal peace": the promotion of democracy, capitalism, law, and respect for human rights. These components represent a historic effort to prevent a reoccurrence of the nationalism, fascism, and economic collapse that led to the World Wars as well as many later conflicts. Ultimately, this strategy has been somewhat successful in reducing war between countries, but it has failed to produce legitimate and sustainable forms of peace at the domestic level. The goals of peacebuilding have changed over time and place, but they have always been built around compromise via processes of intervention aimed at supporting "progress" in conflict-affected countries. They have simultaneously promoted changes in the regional and global order. As Oliver P. Richmond argues in this book, the concept of peace has evolved continuously through several eras: from the imperial era, through the states-system, liberal, and current neoliberal eras of states and markets. It holds the prospect of developing further through the emerging "digital" era of transnational networks, new technologies, and heightened mobility. Yet, as recent studies have shown, only a minority of modern peace agreements survive for more than a few years and many peace agreements and peacebuilding missions have become intractable, blocked, or frozen. This casts a shadow on the legitimacy, stability, and effectiveness of the overall international peace architecture, reflecting significant problems in the evolution of an often violently contested international and domestic order. This book examines the development of the international peace architecture, a "grand design" comprising various subsequent attempts to develop a peaceful international order. Richmond examines six main theoretical-historical stages in this process often addressed through peacekeeping and international mediation, including the balance of power mechanism of the 19th Century, liberal internationalism after World War I, and the expansion of rights and decolonization after World War II. It also includes liberal peacebuilding after the end of the Cold War, neoliberal statebuilding during the 2000s, and an as yet unresolved current "digital" stage. They have produced a substantial, though fragile, international peace architecture. However, it is always entangled with, and hindered by, blockages and a more substantial counter-peace framework. The Grand Design provides a sweeping look at the troubled history of peace processes, peacemaking, peacekeeping, and peacebuilding, and their effects on the evolution of international order. It also considers what the next stage may bring.

This text offers a new interpretation of the dramatic changes that occurred in women in medicine over the course of the last seventy years, starting from the 1950s when women physicians were a curiosity to the present day when their presence is accepted and their achievements are broadly acknowledged. In seven chapters arranged by decades, this book examines the seminal events that shaped what has been described as “the changing face of medicine.” Using the lived experiences of women physicians featured as vignettes throughout the narrative, the book traces the effects of the quota system for admissions, second wave feminism and Title IX legislation, the restrictions of the “glass ceiling,” and a cascade of “equity issues” in career advancement and salary to offer a new account of the roles women played in shaping the standards and the contributing to progress in the field of medicine. Women faced gender specific challenges to enter, train and practice medicine that did not abate as they strove to balance work and family. As the book shows, such challenges and the attendant institutional responses offered by medical schools and government rulings shaped how women “do” medicine differently. Women and the Practice of Medicine offers a unique interpretation of this history and accounts for the changes in social norms as well as in women’s perspectives that have made them an invaluable “new normal” in the contemporary world of medicine. This book fills a gap in the more recent history of women in medicine, much of which is written by academic historians or sociologists; this book contributes a clinician’s “on the ground” point of view. It includes a researched, structured historical narrative spanning the last 70 years, but it seeks to frame this narrative with the personal stories and accomplishments of women physicians who lived through the time in question. The book also provides an overview of how much has changed in the practice of medicine as well as a reminder of what has not changed and what needs to further evolve for women to be equitable partners in medicine as well as other professional disciplines. The book concludes with two appendices containing a questionnaire used in interviews of 40 women conducted at the start of the book project, and a summary of the qualitative findings from the semi-structured interviews.

Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms.
