The federal government’s use of Other Transaction Authority (OTA) agreements has exploded in recent years, thanks in large part to a surge in popularity within the Department of Defense (DoD). Rather than a contract, grant, or cooperative agreement, OTAs are an acquisition approach that pursues innovation by enabling certain federal agencies to access goods and services outside of the traditional acquisition system. This CSIS report examines the notable trends in DoD OTA usage since the DoD's authority to enter into OTAs was expanded by the statuary changes in the FY 2015 and FY 2016 NDAAs. It seeks to provide insight into how the DoD is using OTAs to pursue innovation, how DoD spending under an OTA is organized, and to whom the majority of OTA obligations go.

The monumental Lincoln Center Plaza is empty. The sounds of skates on ice and bustle of tourists and workers at Rockefeller Center are absent. Not a soul on Easter Sunday at the Cathedral of Saint John the Divine. Starkly silent, the city is stilled, as no one had ever seen it before. Travelling on foot and by bike to avoid public transportation, Peterson took more than 400 photographs of over 200 locations in Manhattan, Brooklyn, and Queens through the spring and summer of 2020. As the first complete narrative in English of the Haitian Revolution, Marcus Rainsford's An Historical Account of the Black Empire of Hayti was highly influential in establishing nineteenth-century world opinion of this momentous event. This new edition is the first to appear since the original publication in 1805. Rainsford, a career officer in the British army, went to Haiti to recruit black soldiers for the British. By publishing his observations of the prowess of black troops, and recounting his meetings with Toussaint Louverture, Rainsford offered eyewitness testimonial that acknowledged the intelligence and effectiveness of the Haitian rebels. Although not an abolitionist, Rainsford nonetheless was supportive of the independent state of Haiti, which he argued posed no threat to British colonial interests in the West Indies, an extremely unusual stance at the time. Rainsford's account made an immediate impact upon publication; it was widely reviewed, and translated twice in its first year. Paul Youngquist's and Grégory Pierrot's critical introduction to this new edition provides contextual and historical details, as well as new biographical information about Rainsford. Of particular interest is a newly discovered miniature painting of Louverture attributed to Rainsford, which is reproduced along with the twelve engravings that accompanied his original account.

In 1942 Attu, the westernmost island in the Aleutian chain, was home to two Americans and forty-five Aleut hunters and their families. Located one thousand miles from the Alaska mainland and isolated by year-round damp fogs which manage to survive the constant high winds, Attu was called by an early visitor “the lonesomest spot this side of hell.” In June 1942 Attu and the nearby island of Kiska were invaded by the Japanese in the hopes of accomplishing several goals: forestalling use of the islands by the Americans, hindering U.S.-Soviet cooperation, and establishing bases for attacks on the American mainland. On 11 May 1943, the U.S. effort to retake Attu began. The struggle was essentially an infantry battle. The ever-present fog, rain, and high wind limited the use of air power, and the craggy terrain made mechanized equipment next to useless. The infantry retook the island foot by foot. Lieutenant Robert J. Mitchell was one American wounded in the battle. During his convalescence he took down the accounts of the survivors while their memories were fresh. He presents them here in their own immediate, direct, and informal language.

Rudolf Otto (1869-1937) is widely recognized as one of the most important contributors to the study of religions at the beginning of the 20th century. His book, The Idea of the Holy, became something of a sensation in its time, and his account of numinous experience as a mysterium tremendum et fascinans had an effect that few other ideas in the study of religions have had. His vocabulary broke through narrow disciplinary bounds and was taken up by people in a variety of disciplines in the humanities and the social sciences. However, since the 1960s, Otto has been increasingly overlooked and neglected. As thinkers and scholars have turned in many other intellectual directions, they have tended to see Otto as representative of a past to be rejected. This volume gathers together essays by scholars from a variety of perspectives - theology, religious studies, intellectual history, and various cultural studies - to address the question of what Otto's legacy for the 21st century might be. The first section of the volume addresses Otto's ideas and their contexts. Part Two turns to the area that Otto, more than any other German theologian or philosopher of religion, opened up: an engagement with the world of religions. Otto's influence, however, has never been confined to systematic religious thought and the study of religions. His ideas have resonated much more widely. Although it is impossible to treat this range of application completely, the essays in Part Three aim to provide a hint of this wider impact, in architecture (Britton), poetry (Furey), politics (Jerryson), and the contemporary world more generally (Lauster). This volume is not an attempt to revivify Otto, nor is it intended as a magisterial statement about Otto's significance today. Rather, it issues an invitation to those with an interest not just in religions but also in cultural phenomena more broadly to take another look at Rudolf Otto and his ideas. Perhaps they will find more than they expect, and something that they can use.
