Throughout the twentieth century, financial shocks toppled democratic and authoritarian regimes across Latin America. But things began to change in the 1980s. This volume explains why this was the case in Argentina, Chile, and Uruguay. Taking a comparative historical approach, Francisco E. Gonzalez looks at how the Great Depression, Latin America's 1980s debt crisis, and the emerging markets' meltdowns of the late 1990s and early 2000s affected the governments of these three Southern Cone states. He finds that democratic or not, each nation's governing regime gained stability in the 1980s from a combination of changes in the structure and functioning of national and international institutions, material interests, political ideologies, and economic paradigms and policies. Underlying these changes was a growing ease in the exchange of ideas. As the world's balance of power transitioned from trilateral to bipolar to unipolar, international institutions such as the World Bank and the International Monetary Fund increased crisis interventions that backstopped economic freefalls and strengthened incumbents. Urban-based populations with relatively high per capita income grew and exercised their preference for the stability and prosperity they found as a class under democratic rule. These and other factors combined to substantially increase the cost of military takeovers, leading to fewer coups and an atmosphere friendlier toward domestic and foreign capital investment. Gonzalez argues that this confluence created a pro-democracy bias - which was present even in Augusto Pinochet's Chile - that not only aided the states' ability to manage economic and political crises but also lessened the political, social, and monetary barriers to maintaining or even establishing democratic governance. With a concluding chapter on the impact of the Great Recession in other Latin American states, Eastern Europe, and East Asia, "Creative Destruction?" lends insight into the survival of democratic and authoritarian regimes during times of extreme financial instability. Scholars and students of Latin America, political economy, and democratization studies will find Gonzalez's arguments engaging and the framework he built for this study especially useful in their own work.

Michael Ignatieff draws on his extensive experience as a writer and commentator on world affairs to present a penetrating account of the successes, failures, and prospects of the human rights revolution. Since the United Nations adopted the Universal Declaration of Human Rights in 1948, this revolution has brought the world moral progress and broken the nation-state's monopoly on the conduct of international affairs. Ignatieff argues that human rights activists have rightly drawn criticism from Asia, the Islamic world, and within the West itself for being overambitious and unwilling to accept limits. It is now time, he writes, for activists to embrace a more modest agenda and to reestablish the balance between the rights of states and the rights of citizens. Ignatieff begins by examining the politics of human rights, assessing when it is appropriate to use the fact of human rights abuse to justify intervention in other countries. This book began as one of the publication outlets for two flagship conferences in 2019: 12th Conaplin (Conference on Applied Linguistics) and 3rd Icollite (International Conference on Language, Literature, Culture, and Education) which bring forth broad topics in the fields of education, applied linguistics, and literature organized by the Indonesia University of Education (UPI â Universitas Pendidikan Indonesia). Conaplin is one of the first annual conferences held by UPI, organized by the Language Centre in collaboration with the English Language Department. Icollite, on the other hand, emerged from the local scientific forum into an international conference to showcase the latest insights offered by new doctoral graduates in the Faculty of Language and Literature Education. For the themes of 2019 put forth by the two conferences, 12th Conaplin's "Applied Linguistics and Industrial Revolution 4.0: Reviewing Policy, Expanding Research, Enriching Practices" and 3rd Icollite's "Bridging Literacies, Culture, and Society towards Education 4.0", we highlight the importance of current buzz words in the language and education fields. We have observed that the proliferation of the use of these terms signals how communities in general, especially those in higher education, are grappling with responding to rapid changes in the IR 4.0. Intellectual property rights (IPRs) are increasingly significant elements of economic policy: they are vital to developed countries in an age of global trade. Today's astounding new technologies, stemming from the digital and biotechological revolutions are creating new problems. The thirteenth volume in the Documents on Irish Foreign Policy (DIFP) series runs from April 1965 to July 1969. It covers the Fianna Fáil governments of Seán Lemass (April 1965 to November 1966) and Jack Lynch (November 1966 to July 1969) in which Frank Aiken was Minister for External Affairs. The four years and three months covered by DIFP XIII saw significant changes in the international context in which Ireland conducted its foreign policy. In 1965 the hope of the Department of External Affairs was that Ireland would enter the European Economic Community (EEC) before 1970. EEC entry would take place alongside that of Britain, an Anglo-Irish Free Trade Area (AIFTA) having come into operation in 1966, cementing trade between Ireland and its principal trading partner. Overall, the United Nations would remain the benchmark of global Irish foreign policy. Peacekeeping, advocating nuclear non-proliferation and ensuring the proper financing of the United Nations as well as promoting decolonisation and the universality of the United Nations system within the bipolar world of the Cold War remained central to 1960s Irish foreign policy. These assumptions were thrown out of balance by the continuing refusal of France to facilitate the expansion of the EEC and EEC membership remained out of reach for Ireland. Dublin’s fragile relations with Belfast were destabilised with the emergence of new social and political forces in Northern Ireland and the recurrence of sectarian violence. The Department of External Affairs proved initially unable to respond comprehensively to this new environment in Northern Ireland, which was the precursor to the outbreak of the Troubles in 1969. Improved economic and political relations with London were affected by local and international economic difficulties and also as a consequence of events in Northern Ireland. At the United Nations, superpower politics constrained Irish attempts to follow up the success of the 1968 Nuclear Non- Proliferation Treaty with a major policy initiative on the financing of international peacekeeping missions.

Selected as a Financial Times Best Book of 2013 Governments today in both Europe and the United States have succeeded in casting government spending as reckless wastefulness that has made the economy worse. In contrast, they have advanced a policy of draconian budget cuts--austerity--to solve the financial crisis. We are told that we have all lived beyond our means and now need to tighten our belts. This view conveniently forgets where all that debt came from. Not from an orgy of government spending, but as the direct result of bailing out, recapitalizing, and adding liquidity to the broken banking system. Through these actions private debt was rechristened as government debt while those responsible for generating it walked away scot free, placing the blame on the state, and the burden on the taxpayer. That burden now takes the form of a global turn to austerity, the policy of reducing domestic wages and prices to restore competitiveness and balance the budget. The problem, according to political economist Mark Blyth, is that austerity is a very dangerous idea. First of all, it doesn't work. As the past four years and countless historical examples from the last 100 years show, while it makes sense for any one state to try and cut its way to growth, it simply cannot work when all states try it simultaneously: all we do is shrink the economy. In the worst case, austerity policies worsened the Great Depression and created the conditions for seizures of power by the forces responsible for the Second World War: the Nazis and the Japanese military establishment. As Blyth amply demonstrates, the arguments for austerity are tenuous and the evidence thin. Rather than expanding growth and opportunity, the repeated revival of this dead economic idea has almost always led to low growth along with increases in wealth and income inequality. Austerity demolishes the conventional wisdom, marshaling an army of facts to demand that we austerity for what it is, and what it costs us.

Peter Levi (1931-2000) was one of the most romantic and complicated of twentieth-century Oxford characters. Although descended on his father's side from Jewish carpet-merchants in Constantinople, he was brought up a Catholic and was a Jesuit from late adolescence until he left to marry at the age of 45. Part-way through his training for the priesthood, Levi joined the small Jesuit intellectual elite as an undergraduate at Campion Hall, Oxford. Already a compulsive poet, he made literary friends and experimented with hard, bright lyrics on a variety of themes. His first collection, From the Gravel Ponds, was Poetry Book Society choice for spring 1960. From then onwards he maintained an uneasy balance as a Jesuit, tolerated for his literary activities but always subject to disciplinary correction. When, in 1963, his seniors declared that he had broken so many rules that he could not be ordained that year, he persuaded them to let him visit Greece. That summer he fell in love with the country and formed lasting friendships with several Greek poets. As classics tutor at Campion Hall from 1965 to 1977, he was an intriguing figure to many undergraduates.Intolerant of Oxford damp, he was allowed to spend winters in Greece. From 1967 onwards he passionately supported the resistance to the junta; twice banned from Greece, he later made a television documentary about the evils of the regime. After leaving the Jesuits he wrote autobiographical works, translations, thrillers and elegiac verse, supplementing his literary earnings with casual tuition. Elected Oxford Professor of Poetry in 1984, he used his lectures to convey his enthusiasm for the work of other poets, from Shakespeare to Pasternak, Larkin, Lowell and his defeated electoral rival and former pupil James Fenton. This deeply researched, sensitively written biography explores Levi's many friendships, with figures such as Cyril Connolly, George Seferis, David Jones, Iris Murdoch, Patrick Leigh Fermor and Bruce Chatwin. The Green Light (‘Le Feu Vert’) offers an original and profound exploration of the roots of environmental philosophy and the Anthropocene. Bernard Charbonneau situates the wellspring of the ecological movement in the dialectics of Nature and Freedom, and their needful but uneasy joining against the totalizing system of technological society that threatens them both. Using this paradoxical tension as a yardstick, he probes the ways in which concepts of Nature have developed as industrialization became second nature and jeopardized the original, taken for granted until its advent. This allows Charbonneau to explain how movements and policies claiming to deal with this issue have gone wrong.
