The Secret World of Renaldo Kuhler catapults a thrilling new discovery into the pantheon of the most accomplished visionary—or “outsider”—artists. Like Henry Darger, Howard Finster, George Widener, and Adolf Wölfli, Renaldo Kuhler was an exceptionally gifted artist and possessed an imagination all his own. By day Kuhler was a self-taught scientific illustrator under the employ of the North Carolina Museum of Natural Sciences, for which he created thousands of wonderfully precise illustrations of myriad natural history specimens—reptiles, fish, turtles, and the like. Renaldo Kuhler was an unusual individual, as was instantly clear from his appearance alone. Six-foot-four, with a white beard and ponytail, he wore a custom-tailored uniform consisting of a sleeveless Kelly green suit jacket with wide, black, notched lapels, epaulets, and brass buttons, a matching suit vest, yellow flannel dress shirt, a fleur-de-lis Boy Scout neckerchief, and tight-fitting knee-length shorts (“cotton-blend lederhosen”). However, unbeknownst even to family, friends, and coworkers, Kuhler was more than an eccentric, gifted scientific illustrator. He was a prolific visionary artist, who, as a teenager in the late 1940s, invented an imaginary country he named Rocaterrania—after Rockland County, New York, where he had lived as a child. For the next sixty years, in secret, he illustrated the nation’s entire history and the prominent characters of its populace. Rocaterrania is a fantastical world, a richly illustrated amalgam of Kuhler’s personal cultural and aesthetic fascinations. Situated just north of the Adirondacks in New York, at the Canada–United States border, Rocaterrania is a sovereign nation of immigrants, from Scandinavia to Eastern Europe. Kuhler invented a complete world populated by a royal family and a succession of leaders resembling historical Russian figures, Women reminiscent of Marlene Dietrich and Janet Leigh play important roles as do bearded men of a seeming Hasidic Jewish heritage, men bearing curious physical similarities to American presidents, and neutants—individuals neither male nor female. Amid forests, mountains, lakes, and rivers, Kuhler’s imaginary country is made up of provinces and cities filled with distinctive Rocaterranian architecture and well-planned railroad and metro systems. Its government is unique, and it has its own religion, Ojallism, and its own evolving language and alphabet. With an organized labor service, a prison system (modeled after a New Jersey state penitentiary), a university system, a Rocaterranian Olympics, and an independent movie industry, Rocaterrania is a nation bustling with dozens of characters and their intrigues. Initially meant to be an escape, Kuhler's Rocaterrania became a secret lifelong obsession, an intricately coded, metaphorical account through Rocaterrania’s tumultuous history, which dovetailed with Kuhler’s own struggles for independence and freedom. Renaldo was the son of the German-born industrial designer Otto Kuhler, renowned for his Art Deco–era streamlined trains; his Belgian mother had little patience for her son, who was ostracized and bullied throughout his life for being “different.” The Kuhler family moved in 1948 from Rockland County, New York, to a remote cattle ranch in the Colorado Rockies—an unbearably isolated environment for the teenaged Renaldo. Retreating to his sketchbooks, journals, and watercolors to invent his imaginary nation of Rocaterrania, young Kuhler wrote, “The ability to fantasize is the ability to survive.” The Secret World of Renaldo Kuhler is filled with more than 400 illustrations in pencil, ink, acrylic, oil, gouache, watercolor, colored pencils, and markers, demonstrating Kuhler’s phenomenal draftsmanship and wide range of style—from delicately shaded graphite works to comic-book ink drawings. The federal government is today facing the largest fiscal challenge since World War II. The fundamental question before the nation is whether the fiscal course the government is on can continue. In Entitlement Spending: Our Coming Fiscal Tsunami, David Koitz argues that it is not a Democratic or Republican problem; it is an American problem. As it comes ever closer, he contends, the need for political convergence becomes ever more pressing. Written so as to make the issues understandable to nonexperts, the book is designed to raise public awareness of the urgency to act by clarifying misconceptions and presenting the facts on the impending economic crisis driven by the federal government's enormous spending on entitlement programs. Although Medicare, Medicaid, and Social Security are idolised as pillars of the nation's safety net, he shows why those programs are in fact the largest drivers of our looming fiscal problem. He explains how, if an effective remedy is to emerge, those programs must contribute heavily to the changes lawmakers consider and offers various policy directions for reining in their spending. Koitz suggests, for instance, that increasing out-of-pocket spending by health care consumers may be the only effective way to sensitise both medical providers and patients to the costs of care, contending that, regardless of how this may affect utilisation or medical practices, major limits are needed in Medicare and Medicaid expenditures because they have become unaffordable. Whether by raising the Medicare eligibility age above sixty-five, imposing higher deductibles and co-payments, or converting Medicare to a program supporting the purchase of health insurance in the private market, the program's expenditures must be reined in and the expectations of future Medicare recipients balanced against the risks of a governmental debt calamity. For Social Security, he says, the public must understand that much of the system's financial problems are due to the large gains in longevity since the system's inception in the 1930s and the much larger lifetime benefits now being paid to current retirees and projected to be paid to future generations. Social Security too, he contends, needs major constraints, many of which have long lingered and are well understood on Capitol Hill; what is lacking is political courage. He emphasises that the nation's long-term economic outlook is now predicated on issuing an unsustainable amount of debt and that for policy makers to ignore that condition and the things creating it, or to pass the buck to future generations to make the hard choices, is simply irresponsible. He concludes "it's not courage to make clear what for decades was opaque. It's not courage to act responsibly and do what's seemingly hard. It's statesmanship. It's about the real job of legislating.

Once every decade, it is "decline time" in America. In recent years, it has been the unstoppable rise of China that has spelled "finis America." What the Chinese juggernaut is today, the Soviet Union ("We shall bury you") was in the 1950s. The Vietnam decade of the 1960s was described as America's "collective suicide attempt," while in the 1970s, the United States succumbed to Jimmy Carter's famous "malaise," as the dollar dangerously plummeted. The 1980s unquestionably belonged to a resurgent Japan, the "Rising Sun," whereas in the 1990s, Europe shone forth as an "empire by example." In the naughts, it was "Asia Rising" that became the flavor of the decade. Despite a litany of prognostications, these contenders have all fallen back, one by one. While it may be catnip for the media to play up America as a has-been, Josef Joffe, a leading German commentator and Stanford University academic, compellingly shows that Declinism is not a cold-eyed diagnosis but a device in the style of the ancient prophets: "Thou shalt perish, unless..." Gloom is a prophecy that must be believed so that it will turn out wrong. Joffe repeatedly demonstrates how the "economic miracles" that propelled the rising tide of challengers flounder against their own limits. Hardly confined to Europe alone, Declinism has also been an especially nifty career builder for American politicians, among them Kennedy, Nixon, and Reagan, who all rode into the White House by hawking "the end is near." Buttressing his argument with facts, Joffe demonstrates that America's future is sanguine. In contrast to the Carter years, the economic woes of the Obama era look more like a nasty migraine. Indeed, America is the "world's Ph.D. factory" both in science and engineering, while its R&D spending dwarfs the "rising rest." Joffe argues that it is only if America "freezes up" by enshrining privilege, closing its doors, and withdrawing from the world that it will succumb to the rigor mortis that has overwhelmed previous empires. Scholars of the Civil War era have commonly assumed that veterans of the Union and Confederate armies effortlessly melted back into society and that they adjusted to the demands of peacetime with little or no difficulty. Yet the path these soldiers followed on the road to reintegration was far more tangled. New Men unravels the narrative of veteran reentry into civilian life and exposes the growing gap between how former soldiers saw themselves and the representations of them created by late-nineteenth century American society. In the early years following the Civil War, the concept of the “veteran” functioned as a marker for what was assumed by soldiers and civilians alike to be a temporary social status that ended definitively with army demobilization and the successful attainment of civilian employment. But in later postwar years this term was reconceptualized as a new identity that is still influential today. It came to be understood that former soldiers had crossed a threshold through their experience in the war, and they would never be the same: They had become new men. Uncovering the tension between veterans and civilians in the postwar era adds a new dimension to our understanding of the legacy of the Civil War. Reconstruction involved more than simply the road to reunion and its attendant conflicts over race relations in the United States. It also pointed toward the frustrating search for a proper metaphor to explain what soldiers had endured. A provocative engagement with literary history and historiography, New Men challenges the notion of the Civil War as “unwritten” and alters our conception of the classics of Civil War literature. Money and Plan concerns the changing role of money and finance in the East European countries as they enact economic reforms designed to decentralize economic decisions, extend enterprise autonomy, and rationalize the management of their economies. The book is the first in the Western world to address itself directly to this theme. In the Stalinist economic system, which all European communist countries shared until the mid-sixties and which most still do, money lays a subordinate role. In the production sector its use in planning and by state-owned enterprises has been restricted and circumscribed in many ways. Objectives and performance standards are defined in physical terms (i.e., in physical units of inputs and output). Planning also is executed in physical units. Although banking and other financial institutions exist, they mainly supervise enterprises rather than redistribute national resources or appraise commercial prospects. As for foreign trade, it has been conducted largely on a barter basis. Nevertheless, insofar as money has been used, it has posed a number of important problems. One of these has been chronic inflationary pressure. In the present volume two contributors investigate the historical record and the cause of inflation in Poland, and develop theoretical models to explain the phenomenon. Inflation is only one national economic problem raised by current forms requiring new monetary and financial policies. Decentralization also raises important questions of full employment, balance of payments management, sectoral and regional relations, and incomes policy--matters that will have to be handled increasingly by monetary and financial means, often quite similar to those developed and practices in the West. Moreover, as individual enterprises gain more autonomy in their current operations and investment, and as physical planning and control are curtailed, redit policies, instruments, and institutions will have to be devised to guide micro-economic activity in consonance with national plans. The East European contries that are carrying economic reform much further than the rest are Czechoslovakia and Hungary, which intend to introduce a functioning market mechanism together with considerable enterprise autonomy in the production (state-owned) sector. Three contributors consider the case specially. Another contributor discusses the majore attempt thus far by the East European countries to abandon bilateral, barter-like trade among themselvs in favor of a financial framework for multilateral clearing and a new monetary unit, the "transferable ruble." The editor's Introduction and a concluding chapter by a final contributor view the changing role of money and finance in comprehensive terms. This book puts forward a new angle of understanding the society of states in the milieu of the contemporary world. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way. It develops a theoretical proposition with regard to state power defined in terms of the capability of determining the outcomes. The proposition first elaborates how international institutions foster normative imperatives; then, in line with this ontology, it narrows down the focus solely on the power of the states in the contemporary world. It explains how the power that can determine the outcome today is holistic in nature, comprising both materialistic and normative factors. In the next step, it tailors the proposition in a way so as to employ it for a specific empirical work. The book does not end just positing the theoretical proposition; the proposition is testified through some case studies with regard to climate negotiations under the UNFCCC. The empirical part not only serves to examine the plausibility of the theoretical proposition, but it also presents the logic of the major actors and the politics with respect to some of the major issues of climate change, i.e., mitigation, funding policy and mechanism and adaptation.
