Kent has a long and illustrious military history dating back to the Roman occupation but the first great conflict of the twentieth century brought the horrors of war to a new generation. Thousands of the county’s finest young men were sent off to fight in battlefields around the world including Europe’s Western Front, which was less than a day’s travel from Kent. Because of its proximity to this major war zone, Kent came to play a pivotal role in the conflict. The ports of Dover and Folkestone were the main staging posts for the British Expeditionary Force and the primary points of arrival for the thousands of wounded servicemen being repatriated from the Front. Its hospitals cared for the wounded and its munitions factories produced the armaments needed to fight the war. The county’s geographical position also made it a prime target for German air raids and naval bombardments, which brought the terrors of modern war to the civilian population for the first time. Henrietta Anne Stuart, youngest child of Charles I and Henrietta Maria, was born in June 1644 in the besieged city of Exeter at the very height of the English Civil War. A few years later Henrietta Anne would herself be whisked, disguised as a boy, out of the country and reunited with her mother in France, where she remained for the rest of her life. Henrietta's fortunes dramatically changed for the better when her brother Charles II was restored to the throne in 1660. After being snubbed by her cousin Louis XIV, she would eventually marry his younger brother Philippe, Duc d'Orl ans and quickly become one of the luminaries of the French court, although there was a dark side to her rise to power and popularity when she became embroiled in love affairs with her brother in law Louis and her husband's former lover, the dashing Comte de Guiche, giving rise to several scandals and rumours about the true parentage of her three children. However, Henrietta Anne was much more than just a mere court butterfly, she also possessed considerable intelligence, wit and political acumen, which led to her being entrusted in 1670 with the delicate negotiations for the Secret Treaty between her brother Charles II and cousin Louis XIV, which ensured England's support of France in their war against the Dutch.

Although it is less than three years since the previous edition, some important changes in the law have taken place. These include new provisions relating to reviews of parishes in England in the Local Government and Public Involvement in Health Act 2007, with the power to create parishes in Greater London; the extension to some parish councils of the power to promote well-being enacted by the Local Government Act 2000; the removal of local councils from the ambit of the best value legislation (also in the LGPIHA 2007); new codes of conduct for councillors in both England and Wales; new regulations on allowances for community councillors in Wales; new election rules; and, revised accounting guidance and practice; and the coming into force of much of the Commons Act 2006. There have also been many detailed changes in regulations and orders made by statutory instrument. The alphabetical format of the book remains the same, as does its extensive but clear coverage of all aspects of the law and practice of parish, town and community councils in England and Wales.
