John Recchiuti recounts the history of a vibrant network of young American scholars and social activists who helped transform a city and a nation. New York, in the late Gilded Age and Progressive Era, was the nation's financial capital, its principal hub for immigration, and its premier center for the arts. It was also a center of civic engagement: most of the nation's main reform organizations were headquartered there. As public intellectuals, members of the city's social science network championed the fight for civil rights through the NAACP and National Urban League; sought solutions to labor problems through the American Association for Labor Legislation, National Consumers' League, and National Child Labor Committee; founded the nation's first settlement houses; and established the first center for social science and social work, the New York School of Philanthropy. The Mother of All Hooks is a richly detailed description of the United States government's attempts to punish naval officers for sexual misconduct committed at the 1991 Tailhook Association convention in Las Vegas, Nevada. Journalist William H. McMichael describes the institutionalized mind-set that led to that misconduct and, in the face of an oppressive, politically charged investigation, to a large-scale failure to cooperate with government agents. This failure led to further investigative and prosecutorial excesses that ultimately doomed the effort to bring the guilty to justice; many of the guiltiest, hi fact, were given immunity to testify, and escaped severe punishment. The Embassies of the Nordic Countries in Berlin are political architecture of a particular kind, political architecture that does not assert a claim to power, but that is a self-portrait in the best sense of the word. The vision, which is already a reality on the level of architecture and design, aims to combine individual interests within a greater whole: the ancient democratic ideal that has perhaps never been expressed in a more beautiful and convincing gesture than in this combination of five countries, six buildings and six teams of architects, chosen in a European competition for the central design concept and in five national competitions for the individual buildings. It is certainly no coincidence that such convincing symbolism of joint responsibility and action is not a success due to one of the European mammoth institutions but to the comparatively small Nordic countries Denmark, Sweden, Norway, Finland and Iceland. Perhaps it is not even a coincidence that the concept of the individual sections that form an individual whole and while doing so preserve their individual quality as well as the unity comes from a young Viennese architectural practice whose principal protagonists, the Austrian Alfred Berger and the Finn Tiina Parkkinen, think and work across boundaries. A crucial factor was the location in Berlin, because it was only here that the new buildings for all five embassies could be commissioned at once. Berger+ Parkkinen's architecture risks striking breaches of boundaries, not just between the countries involved but also between urban development and architecture, and technology and art. Urban space is an integral part of the embassy complex, to the same extent as nature. Materials and furniture indicate different cultures. And yet the composition, for all its openness and transparency, works to exact spatial sequences and precise external lines for the building, within the 226 metres long and 15 metres high band of meandering copper. The idea that the work of Alvar Aalto is being unexpectedly continued here comes involuntarily to mind.

While the story of the reintegration of professional football in 1946 after World War II is a topic that has been covered, there is a little-known aspect of this integration that has not been fully explored.After World War II and up until the mid- to late 1960s, professional football teams scheduled numerous preseason games in the South. Once African American players started dotting the rosters of these teams, they had to face Jim Crow conditions. Early on, black players were barred from playing in some cities. Most encountered segregated accommodations when they stayed in the South. And when African Americans in these southern cities came to see their favorite black players perform, they were relegated to segregated seating conditions.To add to the challenges these African American players and fans endured, professional football gradually started placing franchises in still-segregated cities as early as 1937, culminating with the new AFL placing franchises in Dallas and Houston in 1960. That same year, the NFL followed suit by placing a franchise in Dallas. Now, instead of just visiting a southern city for a day or so to play an exhibition game, African American players that were on the rosters of these southern teams had to live in these still segregated cities. Many of these players, being from the North or West Coast, had never dealt with de jure or even de facto Jim Crow laws.Early on, if these African American players didn’t “toe the line” or fought back (via contract disputes, interracial relationships, requesting better living accommodations in the South, protesting segregated seating, etc.), they were traded, cut, and even blackballed from the league. Eventually, though, as the civil rights movement gained steam in the 1950s and 1960s, African American players were able to protest the conditions in the South with success. Much of what happened in professional football during this time period coincided with or mirrored events in America and the civil rights movement.

This book addresses perceived lacunae in the historiography of the Land War in late nineteenth-century Ireland, particularly deficiencies or omissions relating to the themes of the title: famine, humanitarianism, and the activities of agrarian secret societies, commonly referred to as Moonlighting. The famine that afflicted the country in 1879-80, one generation removed from the catastrophic Great Famine of the 1840s, prompted different social responses. The wealthier sectors of society, their consciousness and humanitarianism awakened, provided the bulk of the financial and administrative support for the famine-stricken peasantry. Others, drawn from the same broad social stratum as the latter, vented their anger and frustration on the government and the landlords, whom they blamed for the crisis. The concern of marginal men and women for the welfare of their less fortunate brethren was not so much the antithesis of altruism, as a different, more rudimentary way of expressing it.The volume's opening chapter introduces the famine that tormented Ireland's Atlantic seaboard counties in the late 1870s and early 1880s. The four chapters that follow develop the famine theme, concentrating on the role of civic and religious relief agencies, and the local and international humanitarian response to appeals for assistance. The 1879-80 famine kindled benevolence among the diasporic Irish and the charitable worldwide, but it also provoked a more primal reaction, and the book's two closing chapters are devoted to the activities of secret societies. The first features the incongruously named Royal Irish Republic, a neo-Fenian combination in north-west County Cork. The potential of tomb mosaics as an academic resource has often been underestimated and consequently they have only been partially analysed not only in Italy but also throughout the Western Mediterranean. This work is intended to shed a new light on these finds, which are often incomplete, lost, or little studied. The first part of the book presents the history of previous studies on the subject and briefly explains the structure of the corpus. The corpus, in turn, is organised according to current Italian administrative regions, specifically: Sardegna, Sicilia, Puglia, Campania, Lazio, Marche, and Friuli Venezia Giulia. Every region is then further divided following current provinces and municipalities. This work does not aim to present merely a compilation of data in a catalogue; thus the second part of the book focuses specifically on tomb mosaics found in the Italic peninsula and major islands, and provides information on their geographic distribution, dating, typology, place of discovery and iconography, and considers the potential identification of individual workshops. The purpose of the book is to bring tomb mosaics to greater consideration, since they have not survived in academic literature to the same extent as did their rich villa or domus counterparts. This work does not therefore aspire to be a complete analysis of the subject, but rather a starting point which can be both useful and a stimulus for future studies. Infatti le testimonianze musive si concentrano in zone dove particolari condizioni hanno permesso la loro messa in posa. La prima parte è dedicata al repertorio dei sessanta mosaici funerari dell’attuale Italia, ognuno catalogato secondo una scheda pensata e studiata per rendere più agevole possibile la consultazione. La seconda parte è invece incentrata sullo studio d’insieme del fenomeno dei mosaici funerari in Italia, nella quale si cerca di fare chiarezza e dare dei punti fermi su questa categoria di mosaici. L’analisi conclusiva cerca di spiegare il perché in Italia, pur essendoci condizioni apparentemente favorevoli alla produzione delle coperture tombali musive, non si siano trovati che poche testimonianze musive funerarie se paragonate a quelle ritrovate nel Nord Africa e in special maniera in Bizacena.

"Limestone" is the epic poem of Barbados (porous limestone island), and a major achievement in the development of an indigenous Caribbean poetics. Drawing on the Barbadian folk music of Tuk, Anthony Kellman invents his own form of Tuk verse to write the story of his island from the destruction of the Amerindians to the present day. In part one, the verse is based on the three-line tercet form of the early Tuk song. This section uses both invented characters and actual historical persons such as Bussa and Nanny Grigg, the leaders of the 1816 slave revolt, to explore the epic of loss, survival and reinvention in the lives of the African slaves. The verse form of part two is based on the vocal melodies of the contemporary Tuk song, rhymed couplets in tetrameters with occasional improvised or 'picong' breaks. This section is set in the post-emancipation period up to 1987 when Barbados had reached twenty-one years of independence. Through the voices of those who lead the struggle against colonialism - Samuel Jackman Prescod, Charles O'Neal, Clement Payne, Grantley Adams and Errol Barrow - Kellman explores in a series of dramatic monologues the inner anguish of these popular leaders over the slow pace of advance and the inevitable compromises with external power. There is a disturbing pattern in the population deported: 97% of deportees are sent to Latin America or the Caribbean, and 88% are men, many of whom were originally detained through the U.S. criminal justice system. Weaving together hard-hitting critique and moving first-person testimonials, Deported tells the intimate stories of people caught in an immigration law enforcement dragnet that serves the aims of global capitalism. Tanya Golash-Boza uses the stories of 147 of these deportees to explore the racialized and gendered dimensions of mass deportation in the United States, showing how this crisis is embedded in economic restructuring, neoliberal reforms, and the disproportionate criminalization of black and Latino men. Preferential trade agreements have become common ways to protect or restrict access to national markets in products and services. The United States has signed trade agreements with almost two dozen countries as close as Mexico and Canada and as distant as Morocco and Australia. The European Union has done the same. In addition to addressing economic issues, these agreements also regulate the protection of human rights. In Forced to Be Good Emilie M. Hafner-Burton tells the story of the politics of such agreements and of the ways in which governments pursue market integration policies that advance their own political interests, including human rights. How and why do global norms for social justice become international regulations linked to seemingly unrelated issues, such as trade? Hafner-Burton finds that the process has been unconventional. Efforts by human rights advocates and labor unions to spread human rights ideals, for example, do not explain why American and European governments employ preferential trade agreements to protect human rights. Instead, most of the regulations protecting human rights are codified in global moral principles and laws only because they serve policymakers' interests in accumulating power or resources or solving other problems. Otherwise, demands by moral advocates are tossed aside. And, as Hafner-Burton shows, even the inclusion of human rights protections in trade agreements is no guarantee of real change, because many of the governments that sign on to fair trade regulations oppose such protections and do not intend to force their implementation. Ultimately, Hafner-Burton finds that, despite the difficulty of enforcing good regulations and the less-than-noble motives for including them, trade agreements that include human rights provisions have made a positive difference in the lives of some of the people they are intended-on paper, at least-to protect.

When Ronald Reagan became president in 1981, immigration and refugee policy was among the unresolved matters that he inherited from his predecessor, Jimmy Carter. Over three decades later, it remains largely unresolved, due not only to the men who would inhabit the White House, but to interest groups and members of Congress, many of them Catholic, on all sides of the issue.Carter appointed a Catholic priest, University of Notre Dame President Rev. Theodore Hesburgh, to chair the Select Commission on Immigration and Refugee Policy. The commission’s report, released in the early days of the Reagan Administration, helped produce the Immigration Reform and Control Act, signed by Reagan in 1986. Since it offered amnesty to those who were in the country illegally, Catholic immigration advocates, led by the American bishops, applauded the law as consistent with the church’s sacred mission and proud history of compassion toward strangers.These Catholics were also on the same side as the White House when George H. W. Bush signed the Immigration Act of 1990, which raised the ceiling for legal immigration; when George W. Bush in 2006 and BarackObama in 2013 supported comprehensive immigration bills which passed the Senate; and when Obama granted temporary residence to the foreign-born children of undocumented immigrants in 2012. But they challenged the restrictive 1996 Illegal Immigration Reform and Immigrant Responsibility Act signed by Bill Clinton; the interior enforcement efforts of George W. Bush and Barack Obama; and the border control and refugee policies undertaken by all presidents from Reagan to Obama.Rather than helping to overcome the growing political divide over immigration in the country and the church, Catholics on the outer edges of the issue contributed to it. By forsaking political reality in the name of religious purity, Catholic immigration advocates frequently antagonized the presidents whose goals they largely shared, and ultimately disappointed the immigrants they so badly wanted to help.

The news media are often presumed to be a fourth estate, or fourth branch of government, serving as a check on the other three. In Uncertain Guardians, political scientist Bartholomew Sparrow argues that this is a mistaken notion. Instead, the media-print, radio, and television-affect policy making just as other political institutions do, whether the Congress, the electoral system, or public administration. The media decide what to report, when, and how, and these decisions affect both the processes and outcomes of the political system. But the routine production of the news demands that reporters, editors, publishers, and news executives work with the major political and economic actors of the political system in order to get the news and sell the news, and thus ensure the livelihoods of their news organizations. Because of this dependence, however, the news media are highly constrained in their reportage. Blending original interview material with his own institutional analysis, Sparrow shows how the major U.S. news organizations can act contrary to the interests of the American public and democratic government. Because individual journalists and news organizations face serious and similar uncertainties with respect to their political credibility, access to news sources, and commercial performance, they rely regularly on the same practices to report the news. But these shared practices enable both journalists and politicians to manipulate political communication, government officials to mislead the public, and advertising and other business factors to have significant influence on the news; they also cause journalists to regret the damage done to democratic government. Sparrow investigates important recent examples in foreign policy, economic policy, and health policy in which the news media were unable to serve as guardians of the public interest. He also offers proposals to revitalize the news media to better serve the American public and the cause of representative government. By providing an in-depth analysis of the news media's role in the American political system, Uncertain Guardians challenges us to re-evaluate much of what we take for granted as news consumers and to think about how to improve political communication.

Despite growing skepticism about the value of international law and its compatibility with state sovereignty, states should improve and strengthen international law because it makes a critical contribution to an international order characterized by peace and justice. In recent years, international agreements and institutions have become particularly contentious. China is refusing to abide by the decision of an international arbitration decision implementing UNCLOS rules in the South China Sea, and Donald Trump has withdrawn the US from international agreements including the Paris Agreement on Climate Change of 2015. Such retreats expose widespread ambivalence towards cooperation through international law, and reverse the gains made by long-standing processes of legalization. In Law Beyond the State, Carmen Pavel responds to the ambivalent attitude states have with respect to international law by offering moral and legal reasons for them to improve, strengthen, and further institutionalize its capacity. She argues that the same reasons which support the development of law at the domestic level, namely the cultivation of peace, the protection of individual rights, the facilitation of complex forms of cooperation, and the resolution of collective action problems, also support the development of law at the international level. The argument thus engages in institutional moral reasoning. Pavel shows why it should matter to individuals that their states are part of a rule-governed international order. When states are bound by common rules of behavior, their citizens reap the benefits. International law encourages states to protect individual rights and provides a forum where they can communicate, negotiate, and compromise on their differences in order to protect themselves from outside interference and pursue their domestic policies more effectively, including those directed at enhancing their citizen's welfare. Thus, Pavel shows that international law makes a critical, irreplaceable, and defining contribution to an international order characterized by peace and justice. At a time when challenges of cooperation beyond state boundaries include climate change, health epidemics, and large-scale human rights violations, Law Beyond the State issues a powerful reminder of the tools we have to address them.

We have books that contain collected essays, verse, and humor. What we see less often are books that contain collected interviews on various topics. Interviews have a certain outside discipline about them. The one interviewed responds to a question someone else asks of him. Often the questions are unexpected, sometimes annoying. Answers have a freshness to them. They can be more personal, frank. The responses in At a Breezy Time of Day are occasioned when someone writes or phones with a request for an interview. There may be a common theme but often side questions come up. We are curious about what someone has to say – about sports, about God, about Plato, about education, about books, about just about anything. Usually central questions occur. The same question can be answered in different ways. We often have more to say on a given topic than we do say on our first being asked about it. These interviews appeared in various on-line and printed sources. Having them collected in one text makes the interview form itself seem more substantial. Interviews too often seem to be passing, ephemeral things, but often we want to hold on to them. There is something more existential about them. Yet there is also something more lightsome about them also. The truth of things seems more bearable when it is spoken, when it has a human voice. So, as the title of this collection intimates, we begin with the very first interview in the Garden of Eden. We touch many places and issues. The interview always has somewhere even in its written form the touch of the human voice. The one who interviews invites us to speak, to tell us what we hold, why we hold it. Interviews are themselves part of that engagement in conversation that defines our kind in its search for a full knowledge of what is. We know that when we have said the last word, much remains to be said. We can rejoice both in what we know, and in what we know that we do not know. I believe it was Socrates who, in an earlier form of interview at the end of The Apology, alerted us to be aware of what we know and to await the many other interviews that we hope to carry on with so many others of our kind in the Isles of the Blessed.

Zombies first shuffled across movie screens in 1932 in the low-budget Hollywood film White Zombie and were reimagined as undead flesh-eaters in George A. Romero’s The Night of the Living Dead almost four decades later. Today, zombies are omnipresent in global popular culture, from video games and top-rated cable shows in the United States to comic books and other visual art forms to low-budget films from Cuba and the Philippines. The zombie’s ability to embody a variety of cultural anxieties—ecological disaster, social and economic collapse, political extremism—has ensured its continued relevance and legibility, and has precipitated an unprecedented deluge of international scholarship. Zombie studies manifested across academic disciplines in the humanities but also beyond, spreading into sociology, economics, computer science, mathematics, and even epidemiology. Most come from impoverished, ‘rough’ neighborhoods, and seek to defy negative stereotypes of gay and Black men as deadbeats, though sometimes through illegal activity. Some are still closeted to their fellow gang members and families, yet others fight to defend members of the gay community, even those who they deem to be “fags,” despite distaste for these flamboyant members of the community. And some perform in drag shows or sell sex to survive. The Gang’s All Queer poignantly illustrates how these men both respond to and resist societal marginalization.
