Public policy for the 21st century is a collection of essays in memory of Henry Neuburger, an economist whose career spanned half a dozen government departments, and who was for much of the 1980s an adviser to the leadership of the Labour Party. His original contributions to economic policy analysis across the field of public policy are the starting point of the essays, whose contributors between them cover the same broad span of economic policy. The essays look forward to the new century and together form an introduction to key issues in contemporary policy making. Policy issues covered include macroeconomic policy, the impact of the National Minimum Wage, the distributional effect of tax and benefit policies since the 1997 change of government, the debates around an 'urban renaissance', and the impact of European integration on policy making. Contributors also examine and explain debates around different approaches to economic analysis, and show how analysis can be carried beyond the conventional confines of the money economy and of the household as a 'black box'. The book concludes with a discussion of Henry Neuburger's career, looking in particular at the role of economic advisers within policy making. This is a timely book on economic policy making and commitment to making that policy work. The intelligibility of nature was a persistent theme of William A. Wallace, OP, one of the most prolific Catholic scholars of the late twentieth century. This Reader aims to make available a representative selection of his work in the history of science, natural philosophy, and theology illustrating his defense and development of this central theme. Wallace is among the most important Galileo scholars of the past fifty years and a key figure in the recent revival of scientific realism. Further, his long and productive scholarly career has been shaped by a continuous effort to bring the resources of the Aristotelian-Thomistic tradition to the solution of contemporary problems of philosophy and science. Bluecoat is a unique and much-loved Liverpool institution, its oldest city centre building. This book tells the fascinating story of its transformation from charity school to contemporary arts centre, the UK’s first. Its early 18th century origins shed light on the religious and maritime mercantile environment of the growing port, whose merchants supported the school. Echoes from then are revealed in themes explored by artists in the 20th century, including slavery and colonial legacies. The predominant focus is on an inclusive building for the arts, starting with colourful bohemian society, the Sandon, who established an artistic colony in 1907, hosting significant exhibitions by the Post-Impressionists and many leading modern British artists. Bluecoat Society of Arts emerged as the building’s custodians, paving the way for the arts centre which, despite financial struggles and wartime bomb damage, survived and continues to play a prominent role in Liverpool’s and the UK’s culture. This edited volume analyses siege warfare as a discrete type of military engagement, in the face of which civilians are particularly vulnerable. Siege warfare is a form of combat that has usually had devastating effects on civilian populations. From the near-contemporary Siege of Sarajevo to the real and mythical sieges of the ancient Mediterranean, this has been a recurring type of military engagement which, through bombardment, starvation, disease and massacre, places non-combatants at the heart of battle. To date, however, there has been little recognition of the effects of siege warfare on civilians. This edited volume addresses this gap. Using a distinctive regressive method, it begins with the present and works backwards, avoiding teleological interpretations that suggest the targeting of civilians in war is a modern phenomenon. Its contributors interrogate civilians’ roles during sieges, both as victims and active participants; the laws and customs of siege warfare; its place in historical memory, and the ways civilian survivors have dealt with trauma. For generations of railway enthusiasts and more latterly for social historians, the life and times of the former Great Central Railway and in particular its extension towards London in the 1890s and closure seventy years later, have generated considerable interest and controversy. Although many books have been written about the Railway, the majority in recent times have concentrated upon providing a photographic record and a nostalgic look in retrospect to what was generally perceived as happier times for the route. None of the books have presented the outcome from thorough research into the business aspects of the Railway and its successive private (L N E R) and public ( B R ) ownerships through war and peace, times of industrial, social and political change, that influenced and shaped the demand for a railway service. While retaining a strong railway theme throughout, the book identifies the role played by successive governments , the electricity and coal industries and the effect of social change that, together resulted in a case for closure. The content of the book replaces much supposition with fact and places on record what really happened. The final part of the book acknowledges the fine work over half a century of volunteers dedicated to saving a section of the line in Leicestershire.
