This book is a study of how those taxes developed and what caused them to be adopted. Louis XIV's Assault on Privilege examines Nicolas Desmaretz, one of the most important finance ministers of the Bourbon monarchy. McCollim brings to life the man who was arguably the central figure in the final transformative years of Louis XIV's reign. Controller General Desmaretz was the nephew of famed finance minister Jean-Baptiste Colbert and had extensive experience in the administration prior to 1683 when he suffered disgrace. His expertisewas so renowned in his day that other chief financial officials sought his advice in secret. Desmaretz has been called the ablest man ever to head French finances, and the war financing problems he faced from 1708-14 the greatestchallenge faced by the Bourbon monarchy until the French Revolution. Desmaretz became one of the chief financial officials early in the War of the Spanish Succession and took full charge of French finances from 1708-15.In that time, he introduced one of the two most radical financial measures ever taken by the Bourbon monarchy: the dixième, a tax on income. This tax revolutionized the relationship of French elites to the Crown because iteliminated the issue of status that affected all other forms of taxation: the dixième fell on all income, no matter the recipient. The tax lasted until 1717, appeared again during the Wars of the Polish (1733-35) and Austrian (1743-48) Successions, and became permanent, in a reduced form, as the vingtième, in 1749. The story of the dixième has been oddly ignored by fiscal historians. In his rich analysis, McCollim lays outfor historians precisely how the royal financial council actually made policy. His book establishes once and for all that from the perspective of state finance, and state taxation, the post-1710 French monarchy had left far behindthe institutional framework of the seventeenth century. With the increased interest in such groups, cultures in contact is no longer necessarily European contact with one group or another, with Europeans the common ground in each encounter; it now extends to a much wider range of cultures and their interactions. The approach to cultures in contact running through many essays of this volume is that the meeting of cultures promotes historical change in the original societies and creates new societies at the point of contact. The medieval world was rich in the meeting of cultures that created new circumstances and results, some based on borders between cultures, others on internal reactions to contact. The essays in Medieval Cultures in Contact consider many diverse locales, periods, and protagonists in which or on whom the meeting of cultures was formative. The topics include the origin of western Christian culture in Bede’s England, the contact of east and west in the Islamic and Asian worlds, the western perceptions of the east in German literature, and cross-cultural influences in several Mediterranean regions. The relations between the Christian majority and the culture of the Jewish minority in northwestern Europe, and the interaction between the occupational cultures of minstrels and clerics are related issues. The second section of the volume presents two models for teaching cultural contacts in the middle ages: one discusses the need to recognize such interactions as part of medieval history, and two linked essays show how literary diversity has been treated in practice.

At thirteen, George Miksch Sutton planned a school of ornithology centered around his collection of bird skins, feathers, bones, nests, eggs, and a prized stuffed crow. As an adult, he became one of the most prominent ornithologists and bird artists of the twentieth century. He describes his metamorphosis from amateur to professional in Bird Student.Born in 1898, Sutton gives us his clearest memories of his boyhood in Nebraska, Minnesota, Oregon, Illinois, Texas, and West Virginia with his closely knit family. Recognizing birds, identifying them correctly, drawing them, and writing about them became more and more important to him. His intense admiration for Louis Agassiz Fuertes had a good deal to do with his beginning to draw birds in earnest, and his correspondence and his 1916 summer visit with the generous Fuertes taught him to look at birds with the eyes of a professional artist and to consider the possibility of making ornithology his career.By 1918, Sutton had talked himself into a job at the Carnegie Museum of Natural History in Pittsburgh, which gave him fresh opportunities to learn and travel, and his 1920 field trip to the Labrador Peninsula stimulated his lifelong interest in arctic birds. Further expeditions to James Bay, the east coast of Hudson Bay—on leave from his job as state ornithologist of Pennsylvania—and Southampton Island at the north end of Hudson Bay, in search of the elusive blue goose and its nesting grounds, give us glimpses of field methods before the days of sophisticated equipment. Sutton ends his autobiography in 1935, with an account of his graduate days at Cornell University and his position as curator of the Fuertes Memorial Collection of Birds.Bird Student is about raising young roadrunners and owls and prairie dogs, sailing (and being stranded) in arctic waters, preparing specimens in the hold of a ship, hunting birds and caribou and bears in almost inaccessible regions, canoeing in the Far North, camping in Florida, and delivering speeches in Pennsylvania. The information on ethics in education in general is quite limited. Indeed most practicing teachers (general and special education) know little detail of existing codes of ethics for their profession, or whether one even exists. In the past, options for parents and professionals were fewer or non-existent in most aspects. Not that long ago, the choice of an educational program for many children was a 'fait accompli' given that there was only one school for the deaf. Now, educational options exist for perhaps the majority of children with hearing losses - options that span the service range of residential schools to full integration. Further, within these educational settings, the language and method of instruction is also variable, spanning the range from auditory/verbal to bilingual - bicultural. Technological changes have also increased a range of tests for identifying the presence and degree of hearing loss at a very early age. "Ethics in Deaf Education" introduces and clarifies, in a structured manner, the many possible ethical considerations concerning the provision of educational services and habilitation for young children with hearing losses. The decisions that parents or guardians make on behalf of their children, often based on the contributions of educators, habilitation/rehabilitation specialists, and the deaf and medical communities, deserve an airing in a comprehensive manner. Between 1880 and 1940, Navajo and Ute families and westward-trending Anglos met in the ""bullpens"" of southwestern trading posts to barter for material goods. As the products of the livestock economy of Navajo culture were exchanged for the merchandise of an industrialized nation, a wealth of cultural knowledge also changed hands. In Both Sides of the Bullpen, Robert S. McPherson reveals the ways that Navajo tradition fundamentally reshaped and defined trading practices in the Four Corners area of southeastern Utah and southwestern Colorado. Drawing on oral histories of Native peoples and traders collected over thirty years of research, McPherson explores these interactions from both perspectives, as wool, blankets, and silver crossed the counter in exchange for flour, coffee, and hardware. To succeed, traders had to meet the needs and expectations of their customers, often interpreted through Navajo cultural standards. From the organization of the post building to gift giving, health care and burial services, and a credit system tailored to the Navajo calendar, every feature of the trading post served trader and customer alike. Over time, these posts evolved from ad hoc business ventures or profitable cooperative stores into institutions with a clearly defined set of expectations that followed Navajo traditional practices. Traders spent their days evaluating craft work, learning the financial circumstances of each Native family, following economic trends in the wool and livestock industry back east, and avoiding conflict. In detail and depth, the many voices woven throughout Both Sides of the Bullpen restore an underappreciated era to the history of the American Southwest. They show us that for American Indians and white traders alike in the Four Corners region during the late 1800s and early 1900s, barter was as much a cultural expression as it was an economic necessity.

La Guardia had replaced Tammany Hall cronies with policy experts, such as the imperious Robert Moses, who were committed to a strong public sector. The two leaders worked closely together. La Guardia had a direct line of communication with FDR and his staff, often visiting Washington carrying piles of blueprints. Roosevelt relied on the mayor as his link to the nation’s cities and their needs. The combination was potent. La Guardia’s Gotham became a laboratory for New Deal reform. Roosevelt’s New Deal transformed city initiatives into major programs such as the Works Progress Administration, which changed the physical face of the United States. Together they built parks, bridges, and schools; put the unemployed to work; and strengthened the Progressive vision of government as serving the public purpose. Today everyone knows the FDR Drive as a main route to La Guardia Airport. The intersection of steel and concrete speaks to a pair of dynamic leaders whose collaboration lifted a city and a nation. The lagahoo is a shapeshifting, trickster figure of Trinidadian legend (and popular belief), a thoroughly creolised werewolf. Like the native American Coyote, he operates at both divine and very human levels, as both a world-creator and an interferer in peoples' affairs. The subject and consciousness of these arresting and truly original poems, Lagahoo is present from the beginnings of time, witness to countless arrivals and still around at the new millennium with his sly rejections of all repressions: sexual, social or political. He is present on a crowded bus, whispering, 'Your feet are bound and laced in leather,/ Your women's breasts are held with wires'. He is the creative, subversive creature of 'deep dark mud-lust and rebellion', who, unlike men, makes no distinction between himself and the earth he lives off ('I wear the red earth by staying low') whilst men live in a state of alienation and ecological enmity until their deaths when ('the earth will stitch their bodies/ With roots and vines, Like stupid little buttons.') Belief in the reality of the lagahoo has featured as a successful defence in the Trinidadian courts where Aboud practices his other occupation as a barrister. There a defendant was acquitted from a wounding charge on the grounds that he believed that his victim, attacked at night, was a lagahoo. The victim, indeed, corroborated this defence by admitting that though he had never seen one, 'Ah does hear dem howling in de night'. In locating his voice in the twilight world between legend and reality, Aboud constantly rearranges the way the world can be perceived.James Christopher Aboud was born in Trinidad in 1956 and educated there, in Canada, and in England. His first collection of poetry, The Stone Rose, was published in 1986. He lives in Port of Spain and is a Barrister-at-Law.
