This study investigates how the alliance of the non-representative groups including civil and military bureaucracies and the landed class- a product of colonialism operating within the imperatives of Neo-colonialism created the institutional imbalance in the formative years of Pakistan's life resulting in the continuation of the colonial legacy of a 'Security State' at the cost of economic and social development which jeopardized the evolution of a modern,progressive nation-state.
